On some issues of transportation of scrap and ferrous and non-ferrous metals waste

The State Revenue  Department for the East -Kazakhstan region informs that from November 02, 2022  the order of the acting The Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated October 21, 2022 No. 587  «On some issues of transportation of scrap and ferrous and non-ferrous metals waste» imposed a ban for a period of six months on export from the territory of the Republic of Kazakhstan by all means of transport: Commodity nomenclature of foreign economic activity of the Eurasian Economic Union (hereinafter - the codes of the Customs Code of the EEU) 7404 00 - copper waste and scrap, 7602 00 - aluminum waste and scrap, 7802 00 000 0 - lead waste and scrap, 8549 11 000 0 - waste and scrap of lead acid accumulators, spent lead accumulators, 8549 12 000 0 - others containing lead, cadmium or mercury, 8549 13 000 0 - sorted by chemical type and not containing lead, cadmium or mercury, 8549 14 000 0 - unsorted and not containing lead, cadmium or mercury, 8549 19 000 0 - other;

by road and sea transport: EEU HS Code 7204 - ferrous waste and scrap, remelting scrap ingots of ferrous metall (charge of ingots), except for EEU HS codes 7204 21 100 0 – waste and scrap of alloy steel, corrosion-resistant steel by weight 8 % or more of nickel, 7204 21 900 0 - other, 7204 29 000 0 – other;

by road and sea transport of used pipes, rails, and elements of railroad and rolling stock.: EEU HS Codes 7302 - Ferrous metal products used for railway or tramway tracks: rails, counter rails and cogwheel rails, transfer rails, crossings of a dead intersection, transfer rods and other cross connections, sleepers, butt plates, wedges, base plates, hook rail bolts, pillows and stretchers, frames, crossbars and other parts intended for connecting or fixing rails, 7303 00 -Tubes, pipes and hollow profiles, of cast iron, 7304 - Tubes, pipes and hollow profiles, seamless, of iron (other than cast iron) or steel, 7305 - Other tubes and pipes (for example, welded, riveted or similarly closed), having circular cross- sections, the external diameter of which exceeds 406.4 mm, of iron or steel  pipes for oil or gas pipelines, 7306 - other tubes, pipes and hollow profiles (for example, open seam or welded, riveted or similarly closed), of iron or steel , pipes for oil or gas pipelines. 8607 - parts of railway locomotives or motor cars of a tram or rolling stock, bogies, axles and wheels, and their parts, with the exception of used elements of rolling stock imported into the territory of the Republic of Kazakhstan for repair and exported back, as well as exported from the territory of the Republic of Kazakhstan for repair and imported back by automobile mode of transport: codes Customs Code GN FEA codes 8607 19 100 1 - pre-owned, 8607 19 100 9 - other, 8607 19 900 9 - other, 8607 21 100 9 - other, 8607 21 900 9 - other, 8607 30 000 0 - hooks and other coupling devices, buffers, their parts, other, 8607 99 800 0 - other, 8607 29 000 0 - other, 8607 12 000 0 – other carts.
