An electronic declaration of transit goods has been put into effect. The Decision provides for the submission of a transit declaration in electronic form, while only a transport (transportation) document is provided to the customs authority when crossing the border since October 2018, by the decision of the Joint Board of Customs Services of the member States of the Customs Union No. 28/16 dated September 21, 2018 (hereinafter - the Decision). Commercial documents for the goods, as well as permits (licenses, certificates) are not required to be submitted to the customs authority.
Also, a positive indicator of the programme is the automatic attribution of a particular product according to the degree of risk, i.e., the identification of the application of a particular customs control measure is carried out automatically without the participation of a customs officer.
In case of providing preliminary information in volume prescribed for placing goods under the customs procedure of customs transit at the place of arrival, the provided preliminary information is used as an electronic copy of the transit declaration, provided there is no discrepancy between the preliminary information and the information contained in the documents used as a transit declaration.
The given norm eliminates the need for foreign economic activity participants to seek a customs representative (broker) at the crossing point to form an electronic copy of the transit declaration, which will reduce time and financial costs for foreign economic activity participants.
Along with the reduction of corruption risks, the time of clearance of goods at the customs border, the reduction of bureaucratic barriers, a positive factor in the clearance of transit goods using electronic declaration is the possibility of obtaining online data on the clearance of goods and the completion of the customs procedure of customs transit by interested parties (sender, recipient and cargo carrier).
After registration in the information system of the transit declaration, information on its registration is immediately sent to the information system of the customs authority of destination, and it becomes available for viewing to the foreign economic activity participants as well. In transit cargo, in case of force majeure, any intermediary body has the opportunity to make changes to the electronic transit declaration, such as a delaying delivery times, changing the customs authority of destination, changing the numbers of vehicles and means of identification. After the arrival of the goods at the customs authority of destination, the employee enters information into the information system on the delivery time and completeness of the delivered goods, as well as information on the safety of the seals applied. The information is also available in an online format to both the customs authority of departure and the foreign economic activity participants. Thus, the customs procedure of customs transit is completed and the goods are removed from control.
