Labeling of tobacco products by identification tools

According to the Decree of the Government of the Republic of Kazakhstan dated September 10, 2020 No. 568 «On determining the list of goods subject to labeling» labeling of tobacco products by digital identification tools was introduced from October 1, 2020.

Labeling of tobacco products is made in accordance with the Rules of Labeling and Traceability of Tobacco Products approved by Order No. 927 of the Minister of Finance of the Republic of Kazakhstan dated September 28, 2020 (hereinafter – the Rules).

Paragraph 46 of the Rules establishes that when selling tobacco products, a turnover participant forms an acceptance and transfer certificate in accordance with Annex 7 to the Rules, signs it with EDS and sends it to the information system for labeling and traceability of goods (hereinafter - IS LTG) to obtain a registration number no later than the day of sale of tobacco products.

According to paragraph 48 of the Rules, acceptance (confirmation) of tobacco products is carried out by the participant of the turnover according to the acceptance and transfer certificates no later than the day following the day on which the actual acceptance of the goods was carried out, which is signed with EDS and sent to IS LTG.

However, not all participants of turnover of tobacco products confirm acceptance and transfer certificate.

In this regard, the State Revenue Department for East Kazakhstan region informs that unconfirmed in IS LTG acceptance and transfer certificates are a violation of the Rules.
