The Code of Ethics for Civil Servants

The civil service includes the labor activity of citizens who implement government policy in different sectors of administration in accordance with state programs and laws on behalf of the state and in its interests. In particular, a civil servant must be competent, responsible, sociable, and be able to organize workflow, to be literate in the language, and comply with ethical norms and etiquette of a civil servant.

The ethics of public service acts as a part of professional ethics and it is regulated by certain legislative acts.

Generally, the activity of a civil servant is aimed at supporting the state constitutional system, the formation and implementation of government policy, including field of municipal government, and is also designed to unite the interests of citizens and the state.

The concept of ethics of a civil servant is associated with the personal qualities of an employee, characterized by such features as: correctness, culture, decency, objectivity, creative approach to work, stress tolerance, political and social erudition.

Therefore, the ethics of a civil servant is a kind of code of honor and morality, within which a civil service employee acts and makes decisions. Professional ethics includes specific rules of conduct that must be observed by an employee when performing certain work duties.

The behavior of a civil servant is a model of behavior for all citizens; therefore, special requirements are imposed on a civil servant, the violation of which may result in liability to the state and citizens.

Civil servants are primarily obliged to comply with the Constitution of the Republic of Kazakhstan and legislative and domestic legislation governing their work activities. 

For this reason, the basic ethical principles of a civil servant are legality, justice and the rule of law.

Also, one of the basic principles of ethical behavior of a civil servant are moral high ground, which include the principle of selflessness. 

Also, a civil servant is obliged to place the greater public good above their own interests, respect such principles of morality as: honesty, independence, politeness, etc..
