Countering corruption

Corruption is a negative phenomenon of modern society that requires constant detailed study, a systematic approach, comprehensive and prompt counteraction. The level and scope of corruption existing in the country hinder economic development, negatively affect the investment climate, reduce country image, international interest in cooperation with the Republic of Kazakhstan. In this regard, the fight against corruption is the main priority of the state policy of Kazakhstan.

On May 4, 2008, the Republic of Kazakhstan ratified the United Nations Convention against Corruption in order to implement international agreements and international cooperation in the fight against corruption, 12 agreements were signed with the Governments of Romania, Poland, Estonia, Croatia, Georgia, Slovakia, Latvia, China, Turkey, the United Arab Emirates, Egypt and France on anti-corruption issues.

Thus, in the period 1998-1999, the laws of the Republic of Kazakhstan were adopted «On combating corruption. » и «On the state service», as well as the Decree of the President of the Republic of Kazakhstan dated May 03, 2005 No. 1567 « On the Code of honor of public servants of Republic of Kazakhstan», which have become an effective means of combating corruption and have determined the status, rights and duties of civil servants, requirements for their moral appearance and professional qualities.  

Anti-corruption measures include anti-corruption monitoring, analysis of corruption risks, formation of an anti-corruption culture, financial control, anti-corruption restrictions, formation and compliance with anti-corruption standards, prevention and resolution of conflicts of interest, anti-corruption measures in  entrepreneurship, identification of corruption-related norms in the production of legal expertise in accordance with the legislation of the Republic of Kazakhstan, identification, suppression, disclosure and investigation of corruption offenses, reporting of corruption offenses, elimination of the consequences of corruption offenses, formation and publication of the National Report on combating corruption.
