Incorrect completing of the individual boxes in goods declaration

State Revenue Department for the East Kazakhstan region monitors the database of goods declaration (referred to hereinafter as the – GD) for compliance with customs legislation on a continuing basis.

Earlier, the Department brought to the attention of participants of foreign trade activities information on cases of incorrect completing of the individual boxes in goods declaration in its articles.

At the present time, however, such cases continue to occur.

In connection with that, we are reminding once again that when conducting customs control, customs authorities rely on the principle of selection of objects of control by customs, customs control forms, and (or) measures ensuring conducting customs control.

A risk management system is used in selecting objects of control by customs, customs control forms and (or) measures ensuring conducting customs control.

In the application of a risk management system in the absence of recommendations, measures of risk minimization and customs duties and taxes payments, information system produces automatically goods ("green corridor").

Importantly, automatic production of goods ("green corridor") is not an exemption from the application of measures and customs control forms after production of goods.

As is well known, incorrect completing of the individual boxes in goods declaration subsequently has a negative effect on participants of foreign trade activities (for instance, need to apply to the SRD for correcting the data, additional charges as a result of inspections, absence of information on issued GD in banks etc.).

In connection with this, we recommend to comply with customs legislation by entering the goods declaration, in particular, Decisions of the Customs Union Commission dated 20 May 2010 № 257 « On the form of the goods declaration and procedure for its completing» and to be more attentive!
