Materials on Vehicle Tax

According to the Constitution of the Republic of Kazakhstan and the Tax Code, payment of taxes is the duty of every citizen. One such obligation is the payment of vehicle tax by individuals.

According to the authorized body, 252,980 vehicles were registered in East Kazakhstan Region in 2023. In 2024, 3.9 billion tenge was actually paid, which is an increase of 0.8 billion tenge or 127.4% compared to the previous year (3.1 billion tenge in 2023).

In the current year, based on available data, the vehicle tax for individuals for 2024 was calculated at 4.8 billion tenge for 257,635 vehicles (an increase of 0.9 billion tenge and 4,655 vehicles).

4,583.6 million tenge was assessed for 235,483 vehicles.

The increase was due to the annual indexation of the Monthly Calculation Index (MCI) and the rise in the number of registered vehicles compared to 2023.

According to the Tax Code, individuals are responsible for calculating vehicle tax independently. However, each February–March, the tax authorities calculate the tax for the previous year (in this case, 2024) and send the information to vehicle owners. These details are available through the eGov app, 1414 service, Kaspi Bank, and the People’s Bank.

For self-calculation, citizens may use the E-Salyk Azamat app, the KGD website (kgd.gov.kz), or Google’s tax calculator.

Analysis of Vehicle Tax Debt

One of the key challenges in tax administration is the annual vehicle tax debt accrued by individuals.

As of December 31, 2024, the vehicle tax debt amounted to 346.3 million tenge across 8,190 taxpayers.

By March 31, 2025, the debt had decreased to 323.1 million tenge across 7,228 taxpayers, but as of now it has grown to 538 million tenge affecting 18,911 taxpayers.

As of April 8, 2025, the total debt is 861.1 million tenge owed by 26,139 taxpayers. (Of that, 529.1 million tenge is clean arrears from 19,805 taxpayers.)

A significant portion of the debt is attributed to inactive vehicles, including:

  • Cars sold via power of attorney

  • Vehicles with missing plates and chassis

  • Vehicles whose owners have left the country

Measures to Reduce Debt

Debt reduction efforts were made possible through actions outlined in the annual Memorandum of Understanding between the Regional Chamber of Private Bailiffs, the Department of Justice, and the Department of Police of East Kazakhstan Region.

These include:

  • Raids to identify and detain vehicles with unpaid tax debts

  • Forced recovery of debts via private bailiffs

  • Informational notifications and reminders sent to taxpayers

In 2025, tax revenue grew due to an increase in vehicle registrations and the MCI rate. Tax authorities are actively implementing comprehensive measures to reduce outstanding debts.

Since the beginning of the year, 197 raids were conducted with local law enforcement using systems like “Mergen” and PPS – resulting in 60 debtors paying a total of 2.5 million tenge.

In terms of wage garnishment (tax recovery via employers), based on appendix 200.05 for Q4 of 2024, 2,493 employed individuals with a combined debt of 44.3 million tenge were identified.

Additionally, to fulfill KGD orders to reduce arrears, 9,865 tax orders totaling 311.1 million tenge were sent to the Chamber of Private Bailiffs. Of these, 7,482 orders (worth 109.8 million tenge) were executed due to successful collection.

Currently, 2,383 orders remain in execution, totaling 201.2 million tenge – including 397 orders for working taxpayers for wage garnishment.

Tax Payment Deadline

According to the tax legislation of the Republic of Kazakhstan, vehicle tax for 2024 must be paid no later than April 1, 2025. Late payments will incur penalties, and in cases of significant delays, forced collection measures may be applied.
