The introduction of universal declaration of income and property of individuals in Kazakhstan is being implemented in four phases since 2021.
Today, in three phases, more than 4 million people have already entered the universal declaration system, including civil servants, heads of the quasi-public sector, business representatives and their spouses..
For the convenience of the public, electronic declaration services were implemented through the taxpayer's Office (cabinet.salyk.kz ), a web portal «Electronic government» (egov.kz), mobile applications «e-Salyq Azamat» (tax account), «eGov mobile», «Halyk», «Bank center credit» and «Kaspi».
In 2025, the remaining category of citizens will get obligations to submit declarations.
It is about 8 million people, including employees of private companies, pensioners, housewives, students and others..
In the implementation of the instructions of the Head of State, announced on November 15, 2024 at the First Forum of workers in agriculture, on the revision of approaches to universal declaration, it is proposed to exempt this category of citizens from submitting declarations of assets and liabilities, xcept for persons who have assets outside the country.
This is also facilitated by digitization of government databases, a high share of cashless payments (86%), automated tax control, exchange of financial account data under international agreements, as well as the wide availability of digital services.
The exemption would concern more than 90% of individuals in this category.
Amechanism will be provided for obtaining information from all digital databases, including second-tier banks to capture existing assets of individuals.
But if, in the future individuals purchase property in excess of 20,000 MCI (74 million tenge), information on the sources to cover the expensesshould be disclosed..
At the same time, citizens enjoy rights to declare voluntarily.
The annual declaration will be preserved for civil servants, managers, founders of quasi-public and private companies, their spouses, as well as for persons who have assets outside the Republic of Kazakhstan and (or) those who have received self-taxable income
