Dear Foreign Economic Activity (FEA) Participants!
This year, the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan has been working on the launch of the new customs information system «Кeden», which will gradually replace the current functions of the «ASTANA-1» and «Single window for export-import operations» information systems.
Starting from 9:00 a.m. on November 14, 2024, the «Кeden» IS will launch functionality related to submitting applications for the registration of the certificate of payment security for customs duties and taxes (CDT) and generating the CDT payment security certificate.
Beginning at 12:00 a.m. on November 16, 2024, the «Кeden» IS will also launch functionality for:
Submitting preliminary information and performing customs operations related to arrival;
Undergoing transport, veterinary, phytosanitary, and sanitary-epidemiological inspections;
Submitting, registering, and releasing transit declarations, as well as completing customs transit operations;
Conducting customs operations related to the temporary storage of goods;
Generating a unique identification number (UIN) for non-resident individuals.
To avoid issues with the above functionality, please note the following:
1. As of November 14, 2024, applications for the registration of transit security certificates in «Кeden» IS will be required. Only security certificates registered in the «Кeden» IS will be accepted when submitting a transit declaration in the «Кeden» IS.
2. On November 15, 2024, at 10:00 p.m., the submission, registration, and release of transit declarations via «АСТАНА-1» will cease. From 12:00 a.m. on November 16, 2024, the submission, registration, and release of transit declarations will be conducted exclusively via the «Кeden» IS.
3. Customs duty payments for customs declaration using a transit declaration by resident taxpayers of the Republic of Kazakhstan and non-resident legal entities should be made to BCС 106119 (advance payments).
4. For transit declarations where the customs duty payers are non-resident individuals, authorized officials will generate a unique identification number (UIN) and manage their personal accounts in the «Кeden» IS. Such payers must remit customs duty payments for customs declaration using the transit declaration to BСC 106201 (Customs duties payable under the customs legislation of the Republic of Kazakhstan).
5. It is recommended that FEA participant-payers make customs declaration payments using the transit declaration in advance, by 8:00 p.m., on or before the day of transit declaration submission.
6. FEA participants are advised to familiarize themselves in advance with the registration instructions in the «Кeden» IS and its functionality.
