On some issues of arrival and customs transit of goods and vehicles

In accordance with paragraph 4 of Article 154, paragraph 7 of Article 225, paragraphs 6, 11 of Article 231 and paragraph 7 of Article 429 of the Code of the Republic of Kazakhstan of 26  December 2017 "On Customs Regulation in the Republic of Kazakhstan", I HEREBY ORDER:

  1. Approve the attached:

1) Rules for date and time of notification of the arrival of goods in the customs territory of the Eurasian Economic Union fixation in accordance with Annex 1 to this order;

2) Rules for changing the place of delivery of goods without completing the customs procedure of customs transit in accordance with Annex 2 to this order;

3) Rules for the registration of the submission of documents submitted for the completion of the customs procedure of customs transit, in accordance with Annex 3 to this order;

4) Rules for performing customs operations related to the completion of the customs procedure of customs transit, in accordance with Annex 4 to this order;

5) Rules of customs escort of goods and vehicles on the territory of the Republic of Kazakhstan in accordance with Annex 5 to this order.     

  1. Recognize as invalid the Order of the Minister of Finance of the Republic of Kazakhstan dated 31 March 2015 No. 249 "On certain issues of customs transit and temporary storage of goods and vehicles" (registered in the Register of State Registration of Regulatory Legal Acts No. 10884, was published on 28 June 2015 in the information and legal system" Adilet ")
  2. The State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan (Tengebaev A.M.) in accordance with the procedure established by law to provide:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) send  a copy of it in paper and electronic form in Kazakh and Russian to the Republican State Enterprise on the right of economic Management "Republican Center for Legal Information" of the Ministry of Justice of the Republic of Kazakhstan for official publication and inclusion in the Reference Control Bank of Regulatory Legal Acts of the Republic of Kazakhstan within ten calendar days from the date of state registration of this order;

3) placing of this order on the Internet resource of the Ministry of Finance of the Republic of Kazakhstan;

4) submit to the Department of Legal Service of the Ministry of Finance of the Republic of Kazakhstan information on the implementation of the measures provided for in sub-paragraphs 1), 2) and 3) of this paragraph within ten working days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan.

  1. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.
