Republican State Institution « State Revenue Department for the East Kazakhstan region of the State Revenue Committee of Ministry of Finance of the Republic of Kazakhstan » represented by Head of the Department S.S. Bimagambetov, on one side and Kazakh-American Free University, represented by rector of the universuty A. E. Mambetkaziev; D. Serikbayev East Kazakhstan technical university represented by deputy chairman of the board, rector of the universuty Zh. K Shaimardanov; Sarsen Amanzholov East Kazakhstan University represented by deputy chairman of the board, rector of the universuty M.A. Tolegen on the other side, hereinafter referred to as the "Parties", to achieve common objectives, agree to the following basic principles of cooperation:
