The problem of corruption has become widespread today and has affected all spheres of public life. Corruption is perceived as a social evil that must be combated and eradicated. This is happening not only in Kazakhstan but all over the world. In simple terms, corruption means the use of official powers for personal purposes. Receiving or giving a bribe is one of the signs of corruption. In the Message of the President of the Republic of Kazakhstan dated 02 September 2019. "Constructive public dialogue is the basis of stability and prosperity of Kazakhstan" it was noted that "the issue of systematic fight against corruption does not fall off the agenda".
The Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025, approved by the Decree of the President of the Republic of Kazakhstan dated 26 December 2014, No. 986, defines that one of the key areas of combating corruption is the formation of the level of anti-corruption culture.
Thus, one of the anti-corruption measures is the anti-corruption culture formation, namely, activities to preserve and strengthen the value system in a society that reflects intolerance to corruption. The anti-corruption culture is formed from a set of educational, informational and organizational measures.
The civil position of every citizen of Kazakhstan should be an intolerant attitude to corruption, and honesty and integrity – the norm of behaviour. The basis of the anti-corruption culture of our society is the awareness and rejection of corruption as a phenomenon alien to the national culture. Without the presence of an anti-corruption culture, strong immunity to corruption, and public condemnation, it is impossible to achieve the desired result. A lot of work to improve the anti-corruption culture of citizens covers the entire population, regardless of age and social status, the system of preschool, school, secondary special and higher education, all organizations, regardless of ownership.
In order to form a stable anti-corruption behaviour of persons working in state revenue bodies, timely detection of corruption manifestations and prevention of their negative consequences, the Order of the Chairman of the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan dated14 January 2020, No. 21, approved the "Anti-Corruption Standards of State Revenue Bodies of the Republic of Kazakhstan". Anti-corruption standards define the actions and decisions of persons working in the state revenue bodies, aimed at strict compliance with the established rules and prevention of corruption. The anti-corruption standards are based on the direct actions of employees of state revenue bodies in the performance of their official duties.
In order to improve the anti-corruption culture and exclude corruption offences, the management of the customs post constantly works to improve the level of anti-corruption culture of employees:
meetings and round tables with foreign trade participants and customs representatives to explain the norms of the current anti-corruption and customs legislation,
training sessions on the prevention of corruption offences;
