Ethics in the state apparatus is based on the moral qualities and obligations of employees of various levels, which they must observe in the course of their professional activities. In this regard, in order to implement the five institutional reforms of the National Plan "100 concrete steps", a new stage of development of the Kazakh civil service has started.
In order to increase the requirements for the moral and moral appearance and business qualities of civil servants, the Ethical Code of Civil Servants of the Republic of Kazakhstan was approved by the Decree of the President of the Republic of Kazakhstan dated December 29, 2015 No. 153.
The Code of Ethics is aimed at strengthening public confidence in state bodies, forming a high culture of relationships in the civil service and preventing cases of unethical behavior of civil servants.
The Code of Ethics defines general standards of behavior of civil servants, standards of behavior during off-duty hours, behavior in official relations, as well as public speaking, including in the media.
The norms of the Code of Ethics define special, but at the same time feasible requirements for the moral and ethical appearance of civil servants.
