In order to eliminate conditions for corruption risks and prevent cases of paper-based bureaucracy, it is recommended to submit a proposal to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan: 1) To amend Decision No. 263 of the Customs Union Commission “On the Procedure for the Use of Transport (Shipping), Commercial and/or Other Documents as a Goods Declaration” dated May 20, 2010, in terms of automating the process for receiving electronic goods declarations; 2) To consider the provision of the service “Acceptance of the List of Goods” in electronic form and develop functionality within the existing KEDEN Information System for submission of the List of Goods by foreign economic activity participants.

In order to eliminate conditions for corruption risks and prevent interaction between state revenue authority officials and taxpayers during paper-based delivery of decisions, as well as to eliminate discretionary powers, it is recommended to submit a proposal to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan: 1) To implement the possibility of sending decisions of state revenue authorities through the Tax Administration Information System (ISNA) with additional automatic SMS notifications to taxpayers regarding receipt of documents.
