On measures to implement the Decree of the President of the Republic of Kazakhstan dated March 16, 2020 No. 287 "On further measures to stabilize the economy"
In accordance with the Decrees of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 "On the introduction of a state of emergency in the Republic of Kazakhstan", dated March 16, 2020 No. 286 "On measures to ensure socio-economic stability" and dated March 16, 2020 No. 287 "On further measures to stabilize the economy", in order to resolve issues of fiscal policy, the Government of the Republic of Kazakhstan DECIDES:
Approve the attached special procedure for the formation, clarification and execution of the republican budget.
For the period up to December 31, 2020, inclusive, introduce a correction factor of "0" to the rates of:
property tax on legal entities and individual entrepreneurs for large retail facilities, shopping and entertainment centers, cinemas, theaters, exhibitions and sports and recreation facilities;
land tax on agricultural lands of agricultural producers;
individual income tax of individual entrepreneurs working in the generally established taxation procedure.
When applying the correction coefficient "0" to the rates specified in paragraph 2 of this resolution, the determination of the tax base, objects of taxation, tax period and fulfillment of tax obligations is carried out in accordance with the procedure established by the Code of the Republic of Kazakhstan "On Taxes and Other Mandatory Payments to the Budget" (Tax Code) of December 25, 2017.
For taxpayers specified in sub-paragraphs 1) and 2)
paragraph 2 of this resolution, for all taxes, suspend the accrual of penalties for tax obligations not fulfilled on time until August 15
2020 and postpone the deadline for submitting tax reports to the 3rd quarter of 2020.
The Ministry of National Economy of the Republic of Kazakhstan should ensure the inclusion of cattle and breeding chickens in the list of imported goods for which value added tax is paid by the offset method.
This resolution is put into effect from the date of its signing and is subject to official publication.
