The State Revenue Committee told about the measures taken for the traceability of goods

Earlier, the Russian media published material about a pilot project initiated by the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. In this regard, the SRC provided clarifications on the pilot project. The pilot project on recording the movement of certain types of goods aims to monitor the import and export of goods, including goods that are periodically subject to restrictions by certain countries. Considering our close economic relations with the Russian Federation, as one of our main partners, the pilot project involves monitoring the movement of goods to the Russian Federation, as well as to the Republic of Belarus. In general, the concept of implementing pilot projects is, first of all, to improve tax administration and simplify doing business. For example, following the results of successful pilot projects, the tax legislation was amended with provisions on electronic invoices, civil control for the fulfillment of tax obligations, a mobile application for small businesses and individuals, labeling of tobacco products, etc. In addition, as you know, the Republic of Kazakhstan has a mechanism for traceability of goods from the WTO Exemption List, which provides for the certification of the ESF when exporting goods from the List to the EAEU countries. This mechanism has shown its effectiveness in the course of the fulfillment of the obligations undertaken by the Republic of Kazakhstan to our partners in the EAEU. In general, monitoring the movement of goods will allow us to ensure the traceability of goods in the framework of cross-border trade with the EAEU countries, including for goods subject to temporary restrictions. For example, we have temporary restrictions on the export of oil products, grain, ferrous and non-ferrous scrap, and some other commodity items. For other goods that are not subject to restrictions, free movement is carried out, the export ban is not considered. Other EAEU countries also impose restrictions on the export of certain goods from their territory. For example, in the Russian Federation there is a ban on the export of sugar, grain and other goods. All these measures are aimed at ensuring the economic security of the states and are taken by the EAEU countries independently. Currently, there are a number of comments and suggestions from business representatives on the pilot project, which are under consideration. Based on the results of the consideration, the issue of the feasibility of conducting a pilot project will be decided, and the issue will also be agreed with all interested state bodies. As for the trade turnover with the Russian Federation, it should be noted that in January-May there are no significant deviations relative to the same period last year. At the same time, there is an increase in exports of certain commodity items, such as natural uranium, solid-rolled steel wheels and diesel fuel, i.e. on goods of Kazakhstani production, which are traditional for export, including to Russia. Thus, despite the growth in exports to the Russian Federation of certain groups of goods, there are no facts of re-export through the Republic of Kazakhstan of goods for which certain countries have imposed restrictions on exports to the Russian Federation.
