Reduced expenses of participants in foreign economic activity when submitting a declaration

It became possible to reduce costs and save time for participants of foreign economic activity when submitting a declaration, to increase additional revenues to the budget thanks to the information system "ASTANA-1". This was reported in the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. With the introduction of the Automated System of Customs and Tax Administration "ASTANA-1", our country switched to 100% electronic customs declaration and achieved significant simplification of customs processes for both business and the state. For the first time, participants in foreign economic activity (FEA) were given the opportunity to independently form and submit a customs declaration remotely from anywhere in the world at any convenient time without leaving their office or home. Now participants in foreign economic activity can save their money by refusing paid services of customs brokers, which ranged from approximately 15 thousand to 1 million tenge per 1 declaration. With the use of automatic release of the declaration, the customs clearance time has been significantly reduced from 1-2 days to 1 minute. This technology provides for the release of the declaration by the system independently, without the participation of a customs officer, in the absence of risks and the availability of money on the personal account of the declarant. Thus, since the introduction of IS "ASTANA-1" more than 4.3 million declarations have been processed, of which more than 3.5 million or 82% were issued in 1 minute. This made it possible to clean goods before the time of placement in temporary storage warehouses and eliminate storage costs, which averaged 20-30 thousand tenge per day. In addition, due to the achievement of minimizing the participation of specialists in the processing of customs declarations, it was possible to significantly reduce the rate of customs fees for declaring goods to 20 thousand tenge per 1 declaration, regardless of the number of goods. Previously, the fee rate was 25,000 tenge for the main sheet and 19,000 tenge for an additional declaration sheet, and the total amount for 1 declaration varied from 25,000 tenge to 6.3 million tenge. Automation of customs processes allowed to increase the level of customs administration. Thanks to the introduction of IS "ASTANA-1", from 2018 to the present, more than 114 billion tenge has been additionally received by the state budget.
