Cameral control of the "entrance" declaration will be carried out by the bodies of the Ministry of Finance As part of the universal declaration, the bodies of the State Revenue Committee will conduct an in-house control of all "input" declarations from citizens. Minister of Finance Yerulan Zhamaubayev announced this during a meeting of the Government of the Republic of Kazakhstan. “Based on the results of the submission of the“ entrance ”declaration, a cameral control of the submitted declarations will be carried out," Zhamaubayev said. At the same time, until 2025, individuals will not be subject to verification on the legality of the acquisition of property located in the territory of the Republic of Kazakhstan, as well as other assets reflected in the declaration when they enter the system of universal declaration. To simplify the declaration, the Ministry of Finance has taken legislative measures to clarify the list of property subject to declaration and exclude the obligation to submit an annual summary declaration. Now citizens do not need to reflect in the declaration the property registered with government agencies and information about money in second-tier banks, since these data are automatically transferred to the integrated database of the Ministry. When entering the system of universal declaration, citizens will provide an "entry declaration" about assets and liabilities, which must be submitted on paper no later than July 15, and in electronic form - no later than September 15. "The declaration is submitted once to fix the accumulated assets as of the date of entry into the declaration system and subsequent monitoring of their growth," the Minister explained. The declaration itself provides information on vehicles, shares in a legal entity, real estate registered in a foreign state and funds in foreign banks. It also contains data on property in the Republic of Kazakhstan and abroad. Including, securities, a share in a residential building, investment gold, intellectual property, copyright, cash, within 10,000 MCI, accounts receivable / payable and other property worth over 1000 MCI. Persons who have entered the system of universal declaration must subsequently submit a declaration of income and property. The declaration may not be provided only if there was no movement in assets and income. According to E. Zhamaubayev's estimates, this will reduce the number of declarants who are obliged to submit a declaration annually, from 12.9 million to 3.5 million.
