On the control of declarations on universal declaration

Within the framework of the universal declaration, the bodies of the State Revenue Committee will conduct an in-house control of all "input" declarations from citizens.

As a result of the submission of the "entrance" declaration, an in-house control of the submitted declarations will be carried out.

At the same time, until 2025, individuals will not be subject to verification on the legality of the acquisition of property located on the territory of the Republic of Kazakhstan, as well as other assets reflected in the declaration when they enter the universal declaration system.

To simplify the declaration, the Ministry of Finance has taken legislative measures to clarify the list of assets subject to declaration and to exclude the obligation to provide an annual summary declaration. Now citizens do not need to reflect in the declaration the property registered in state bodies and information about money in second-tier banks, as this data automatically enters the integrated database of the Ministry.

When entering the universal declaration system, citizens will provide an "entry declaration" on assets and liabilities, which must be submitted in hard copy no later than July 15, and in electronic form no later than September 15.

The declaration is submitted once to record the accumulated assets on the date of entry into the declaration system and subsequent monitoring of their growth.

The declaration itself provides information about vehicles, shares in a legal entity, real estate registered in a foreign country and funds in foreign banks. It also contains data on property in the Republic of Kazakhstan and abroad. This includes securities, a share in a residential building, investment gold, intellectual property, copyright, cash, within 10,000 times the MCI, accounts receivable/payable, and other property worth more than 1,000 times the MCI.

Persons who have entered the universal declaration system must subsequently submit a declaration of income and property. The declaration can be omitted only if there was no movement in assets and income. According to preliminary estimates, this will reduce the number of declarants required to submit a declaration annually from 12.9 million to 3.5 million people.
