Starting from February 10, 2025, legal entities can apply for inclusion in the register of owners of temporary storage facilities exclusively in electronic format through the Keden platform. This step not only simplifies interaction with the State Revenue Committee of the Republic of Kazakhstan, but also opens up new horizons for transparency and efficiency in public services. This was announced today at a press conference of the Regional Communications Service of Almaty by Serikzhan Akhmetzhanov, Head of the Department for the Control of the Declaration of Goods of the Department of Customs Administration of the State Customs Committee for Almaty.
The information system of the National Integrated Portal "Keden" (IP NIP "Keden") has become a key tool for digitalization of processes related to foreign economic activity. With the introduction of mandatory electronic filing of applications for inclusion in the register of owners of temporary storage facilities (MVH), the owner of the MVH can now significantly simplify the process of their work.
Temporary storage facilities are specially equipped rooms where goods are stored under customs control until they are released into free circulation, re-exported, or placed under another customs procedure. To obtain the status of the owner of an agricultural enterprise, it is necessary to be included in the relevant register maintained by the State Revenue Committee (SRC).
With the help of the "Keden" system, users can easily and conveniently submit applications. To do this, simply log into your personal account using an electronic digital signature (EDS), select the appropriate service, fill out an application and attach the necessary documents. Mandatory documents include: documents confirming ownership or lease of the premises, diagrams and plans of the warehouse, confirmation of the presence of security, video surveillance systems and other technical characteristics that ensure compliance with the requirements for the interior Ministry. The application process takes place in real time, and its status can be tracked online, which eliminates the need for personal visits to the DGA where the application was submitted.
The main advantages of implementing the Keden system are to increase the availability of services, complete transparency of the process, reduce the review time and minimize the human factor, since the initial verification is carried out automatically. It also reduces corruption risks by eliminating direct contact with officials.
It is important to note that obtaining the status of the owner of the Ministry of Agriculture provides the company with the legal right to store goods under customs control, provide services to other participants in foreign economic activity and participate in logistics chains. This is especially true for warehouse companies, transport and logistics operators, and large importers.
The Keden system is part of a broader strategy for the digitalization of public administration and the transition to a paperless economy. The introduction of such digital solutions not only optimizes the work of government agencies, but also makes it more understandable, secure and predictable for businesses. This helps to create equal conditions for all market participants and reduces the administrative burden.
In conclusion, the transition to the electronic format of inclusion in the registry of the Ministry of Agriculture through the IP "Keden" is an important step in the development of the digital state. It is a modern tool that strengthens trust in government processes and ensures business efficiency. To successfully submit an application, it is recommended to prepare all the necessary documents in advance and check the compliance of the premises with legal requirements.
This innovation opens up new opportunities for entrepreneurs and makes working with government agencies more comfortable and efficient.
