New conditions for VAT exemption on import

New conditions for VAT exemption on import

Kazakhstan has changed the conditions for the application of exemption from value added tax when importing goods. This was reported in the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

The Order of the Minister of Finance of the Republic of Kazakhstan

dated June 24, 2022 No. 623 amended the Rules and Conditions for the application of Exemption from value added tax on Imports of goods for which the deadline for payment of indirect taxes has been changed and the requirements have been fulfilled (Order No. 262 dated March 29, 2021).

The amendments expand the circle of persons who are subject to the rules and conditions for the application of exemption from value-added tax when importing goods for which the deadline for payment of indirect taxes has been changed and the requirements have been fulfilled. Now authorized economic operators are included in the circle of persons.

The amendments exclude conditions for the installation of electronic identifiers (navigation seals) on cargo spaces (compartments) of vehicles.

However, a new condition has been included, according to which an exemption from value-added tax is granted for goods intended for further export to the territory of the EAEU member states. VAT exemption is possible if the value of the goods reflected in the Application for the import of goods (column 6 of the table in section 1), as well as the value of the goods reflected in the electronic invoice (section G of column 8), is not lower than the value of the goods indicated in the goods declaration (column 45).

The innovations will be put into effect from July 11, 2022.
