The introduction of navigation seals will help to exclude false transit and false import

The procedure of signing by the Heads of the EAEU States of the text of the Agreement on the use of Navigation Seals for tracking traffic is under way. After the entry into force of the Agreement, vehicles with an imposed seal will not be checked several times per route in each EAEU state, this will help remove additional administrative barriers for business. This was reported in the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

On December 10, 2021, the Heads of the member States of the Eurasian Economic Union approved an Agreement on the use of Navigation Seals for Tracking Transportation in the Eurasian Economic Union.

Work on this agreement has been carried out since 2017 with the participation of experts from the EAEU countries and employees of the Eurasian Economic Commission.

In general, the agreement provides for the possibility of tracking goods when they move through the territories of two or more EAEU member states using navigation seals.

Currently, the procedure for signing the text of the Agreement directly by the Heads of State is underway. After the signing of the Agreement by all countries, the Eurasian Economic Commission will send a notification to the member States of the Union about the possibility of starting ratification.

At the same time, a draft law aimed at bringing national legislation into line with the norms of the Agreement will be worked out in the Republic of Kazakhstan simultaneously with the Law on Ratification.

In addition, the implementation of the Agreement will require the development of 28 decisions of the EEC, which must be adopted no later than 180 days after the entry into force of the Agreement.

At the same time, taking into account the specifics of transport, transitional periods are provided depending on the category of goods. This will improve the efficiency of the process of applying navigation seals with the start of tracking each stage of transportation.

For business, the advantages of this Agreement are the possibility of safe transit of their goods in the EAEU space, the exclusion of additional forms and control measures by the EAEU regulatory authorities.

That is, if a seal is applied, then there is no need to check the goods in each EAEU state, and in some even several times in one route. Such conditions significantly reduce costs and generally contribute to the removal of additional administrative barriers for business.

The state receives transparency of international transportation from this agreement, the exclusion of "false transit" and "false import" and, accordingly, an increase in money receipts to the treasury.
