What changes have been made to the new Code of Ethics

In order to improve legislation on the imposition of disciplinary penalties and official ethics of civil servants, Decree No. 814 of the President of the Republic of Kazakhstan dated February 22, 2022 approved a new edition of the Ethical Code of Civil Servants of the Republic of Kazakhstan.

The new Code of Ethics sets the standards of service ethics and serves as the basis for the formation of moral qualities among civil servants.

A new chapter "Ethical Principles of Public Service" has appeared in the Code, which stipulates that the service ethics of civil servants is based on six principles. These are conscientiousness, honesty, fairness, openness, politeness and customer orientation.

The new edition of the Code of Ethics provides for priority requirements for the formation of a "client-oriented" state apparatus and compliance with the principles of openness in the provision of public services. Civil servants should be fully guided by the needs of the population as a consumer of public services, be willing to work with the public and ensure transparency of their actions.

The Code also defines the Agency for Civil Service Affairs of the Republic of Kazakhstan and its territorial bodies as the bodies coordinating the prevention of violations of official ethics.

To this end, the work of ethics commissioners, commissions and ethics councils for the prevention and prevention of violations will be intensified.
