2D scanner can not be used in the sale of tobacco products

Now retail sellers can not use a 2D scanner when selling tobacco products. However, in this case, the sellers must electronically send information about the tobacco products sold, otherwise the withdrawal of tobacco products from circulation will be carried out automatically by the system. This was reported in the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

From March 20, 2022, amendments to the Rules for Labeling and Traceability of Tobacco Products will come into force. The changes consist in simplifying the requirements for retail sellers in the form of voluntary use of software and hardware complexes and the availability of a means of scanning and recognition of means of identification of tobacco products (2D scanner). Previously, the rules were approved by Order No. 927 of the Minister of Finance of the Republic of Kazakhstan dated September 28, 2020.

The deadline for confirming acceptance certificates has also been extended from 1 day to 5 calendar days.

At the same time, retail sellers are given a choice when withdrawing their tobacco products from circulation in one of the following ways:

- scanning and recognition of identification means by technical means;

- submission in the Information System "Labeling and traceability of goods" (IS MPT) of information on the withdrawal of tobacco products from circulation in accordance with Annex 8 to the Rules no later than 30 (thirty) calendar days from the date of sale (sale).

With the consent of retail sellers and the absence of information in the IP MPT about the withdrawal of goods from circulation, the withdrawal of tobacco products from circulation in the IP MPT is carried out automatically.

The SRC recalled that according to the decree of the Government of the Republic of Kazakhstan dated September 10, 2020 No. 568 "On determining the list of goods subject to labeling", labeling on tobacco products was introduced from 01.10.2020, from April 1, 2021 on other types of tobacco products such as sticks, cigars, cigarillos, hookah tobacco, etc.

Labeling of tobacco products by means of identification ensures traceability of tobacco products from production/import to sale to the final consumer. Thanks to such labeling, consumers can get detailed information about the purchased product.

In view of the exclusion of paper excise stamps, from January 1, 2022, tobacco products are marked exclusively by means of identification.
