Traceability of goods turnover is introduced in the EAEU

Since January 1, 2022, the concept of "Traceability of goods turnover" has been introduced in the Tax Code. Traceability will create conditions that exclude the use of various schemes for evading customs and tax payments. This was reported in the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan.

This concept is enshrined in subparagraph 8) of paragraph 4 of Article 69 and in Article 176-1 of the Tax Code.

This introduction is connected with the signing on May 29, 2019 of the Agreement on the Mechanism of Traceability of Goods Imported into the Customs Territory of the Eurasian Economic Union, which was ratified by the Republic of Kazakhstan on May 29, 2020 and entered into force on February 3, 2021. According to the Agreement, the Member States undertake to start implementing a pilot project to introduce a traceability mechanism after 12 months from the date of entry into force of the Agreement.

Traceability of goods turnover provides for the organization of accounting of goods subject to traceability and transactions related to the turnover of such goods using national traceability systems.

In our Republic, the information system of "Electronic invoices" existing in the SRC will be recognized as such a system.

The purpose of the implementation of this traceability mechanism is to create conditions that exclude the use of various schemes for evading customs and tax payments, as well as confirming the legality of the turnover of goods when they are moved in cross-border trade.

Administration will be carried out through the control of operations related to the turnover of goods subject to traceability. This control will be carried out by exchanging information from the national traceability systems of the EAEU member states.

Thus, the Republic of Kazakhstan will receive information online from the information systems of the EAEU countries about goods sent to the Republic of Kazakhstan, about suppliers and buyers of such goods, and transactions on their turnover.

Traceability will be carried out for imported goods that will be imported into the territory of the EAEU. The list of goods subject to traceability is approved by the Council of the Eurasian Economic Commission. Currently, this list has not been approved.

After the List is approved, a press release will be posted with a link where you can get acquainted with this List.
