Technical means of customs control are divided into the following types:
1) automated vehicle accounting system;
2) technical means of control of audio and video information carriers;
3) technical means of identification;
4) technical means of operational communication;
5) technical means of visual observation;
6) automated system for determining the weight and overall parameters of vehicles and video surveillance;
7) technical means of radiation control;
8) inspection intrascopic equipment, including those equipped with image processing and analysis systems;
9) technical means of search.
The official of the state revenue body carrying out customs control, depending on the forms of customs control and the specifics of the movement of individuals, goods and vehicles, determines the need for the use of certain technical means of customs control.
The following technical means of customs control are used during customs supervision:
1) automated vehicle accounting systems used for visual and automated control of vehicles entering/leaving the customs territory of the Eurasian Economic Union by automating their registration according to state registration plates.
Based on the results of the application of the automated vehicle accounting system, the information received is transmitted via communication channels to the authorized body in the field of customs affairs for centralized accounting of vehicles crossing the customs border of the Eurasian Economic Union;
2) technical means of visual surveillance used for visual control of goods, vehicles and individuals located in the customs control zone.
The following technical means of customs control are used during customs inspection and customs inspection:
1) technical means of radiation control applied to goods, vehicles and individuals crossing the customs border of the Eurasian Economic Union in order to detect the illegal movement of radioactive materials across the customs border of the Eurasian Economic Union by detecting, localizing and identifying transported radioactive and fissile materials, hazardous waste, measuring their quantitative and qualitative characteristics;
2) technical means of control of audio and video information carriers used for viewing, listening and erasing audio and video information recorded on magnetic media (reels, films, compact cassettes, disks, diskettes of electronic computers) during customs control of these technical data carriers. Technical means of control of audio and video information carriers are used to carry out visual control of developed photographic films and film films, slides and microfiche;
3) technical means of visual surveillance, constantly used by officials of state revenue bodies for customs control purposes to monitor at night and during the day the operational situation of the customs control zone and objects of administrative buildings of state revenue bodies;
4) technical means of identification used during the inspection of precious stones and metals, narcotic, psychotropic substances and precursors, explosives, substances in a solid, liquid and powdery state, the weight value of goods and vehicles, measuring the volume of goods passing per unit of time, goods and vehicles in order to identify ozone-depleting substances, substances of verification, reading, removal, as well as control of authorized opening of electronic locking and sealing devices, identification of labels, stickers with a barcode.
The results of the identification of goods using technical means of identification are the basis for sending these goods for examination for in-depth examination;
5) automated systems for determining the weight and overall parameters of vehicles and video surveillance, used in relation to vehicles crossing the customs border of the Eurasian Economic Union, for the purpose of their control and accounting with the transmission of the information received via communication channels to the authorized body in the field of customs;
6) inspection intrascopic equipment, including those equipped with image processing and analysis systems, used in relation to goods, vehicles and individuals crossing the customs border of the Eurasian Economic Union in customs control zones, in order to detect attachments of contraband goods in hand luggage, containers, vehicles, mail and individuals by visual inspection of vehicles, contents of cargo compartments of vehicles, containers, accompanied and unaccompanied baggage of passengers, international postal items and goods in small, medium-sized and large containers, without opening them, as well as individuals by non-intrusive (contactless) inspection;
7) technical search tools used during the inspection of goods and vehicles without opening vehicles, packaging goods, dismantling and violation of the integrity of the object under examination. The technical means of search are:
metal detectors are electronic devices that allow detecting objects made of ferrous and non-ferrous metals. State revenue agencies use portable, portable and stationary metal detectors;
inspection mirrors - telescopic holders with a set of replaceable mirrors of different shapes and sizes, used with hand-held lighting devices for the inspection of goods, vehicles in hard-to-reach places;
inspection probes are metal rods of special hardening of different diameters and lengths, made with a hole of a special shape for sampling from the attachments of pierced objects (soft and cardboard packages, seats in vehicles, bulk cargo);
endoscopes are optical devices designed for inspection of hard-to-reach places in vehicles and containers filled with various, including aggressive liquids;
inspection lights and lamps are lighting devices designed for optimal illumination at night and in poorly lit rooms. State revenue agencies use mobile, portable and stationary lanterns and lamps;
devices for determining changes in density – devices designed to detect extraneous attachments in hard-to-reach places, such as fuel tanks, doors, wheels of vehicles, walls of trailers of trucks;
thermal imagers are devices designed for operational search, detection and observation in the dynamics of their own radiation of heat-emitting objects.
State revenue agencies use operational communication equipment to provide operational communications in customs control zones, as well as in the field.
Inspection intrascopic equipment is subject to use by officials of state revenue bodies after passing a special training course on its use, as well as training on the effects of X-ray radiation on the human body, plants and animals, food products with living microorganisms, and training on radiation safety.
Technical means of customs control are operated by officials of state revenue bodies according to technical data, instructions attached by the manufacturer.
Inspection intrascopic equipment is used in compliance with the specifics of all its technical capabilities, as well as safety and radiation safety requirements in accordance with the factory instructions or technical specifications.
Technical means of search are used in compliance with safety regulations, without causing mechanical damage to goods and vehicles.
