RMS allows you to shorten the inspection procedure, simplify the work of entrepreneurs. Also, the introduction of electronic declaration will reduce corruption risks and eliminate errors caused by the human factor. It also significantly reduces the risks of corruption arising from the control of customs value and, in general, customs control.
The principle of customs clearance is as follows: at the acceptance stage, an official will exercise control only in relation to checking prohibitions and restrictions, as well as the availability of the necessary documents in accordance with the chosen customs procedure. In turn, control of customs value, classification of goods and country of origin is carried out only on the basis of the RMS, which operates on the principle of corridors.
Electronic declaration with the possibility of filing a declaration for goods both by the declarants themselves and through customs representatives is aimed at simplifying and speeding up customs procedures. Everything is done automatically through the QGD server of the Ministry of Finance of the Republic of Kazakhstan: declarations for goods - based on the characteristics of the goods and the differentiation of foreign economic activity participants by risk categories - are divided into 4 corridors - green, blue, yellow and red.
According to the CGD of the Ministry of Finance of the Republic of Kazakhstan, currently there are 89 risk profiles, of which 64 are used at the stage of customs clearance.
