Protection of the population from the consumption of counterfeit products and the withdrawal from the shadow of illegal traffic is the main goal of the introduction of labeling of tobacco products and alcoholic beverages.

To adapt the business, the Ministry of Finance of the Republic of Kazakhstan was one of the first to start pilot projects on the labeling of tobacco and alcohol products (a pilot on tobacco started on October 12018 and completed on March 31, 2020, for alcohol started on June 1, 2019 and will end on October 1, 2021), the press service of the Ministry of Finance of the Republic of Kazakhstan reports. As world practice shows, this marking mechanism is an effective and proven method of combating illegal traffic and is used in the countries of the European Union, Turkey, Brazil, etc.According to the decision of the EAEU member states of April 23, 2021, the countries independently introduce mandatory labeling of these goods in accordance with national legislation.During the pilot, the information system and the feasibility of the applied marking mechanisms were tested with a preliminary discussion with the business community, including at the site of NPP Atameken. It should be noted that by the resolution of the Government, Kazakhtelecom JSC was determined as the single operator of this mechanism.Tobacco products and alcoholic beverages that are now labeled are not a new phenomenon. For more than 20 years, they have been designated with paper stamps (excise stamps and control stamps). The country is just switching to a digital format, which reduces the cost of excisable products. IMPORTANT! Since October 1, 2020, mandatory labeling has been introduced for filter cigarettes, and since April 1, 2021 - for other types of tobacco products. All cigarettes produced on the territory of Kazakhstan or imported into the Republic of Kazakhstan are marked with digital stamps. At the same time, according to tax legislation, the costs of producers can be deducted by means of depreciation deductions. To sell tobacco products to retail traders, including convenience stores, there is no need to buy expensive equipment. It is enough to install the free mobile application "Naqty Sauda" (Android and IOS), which is an alternative to 2D scanners. In cases where the retailer is faced with a large volume of product sales, he can purchase a 2D scanner. Today the cost varies from 25 thousand tenge. No additional costs are required for the business. For other types of goods such as dairy products, sugar-sweetened beverages, etc. pilot projects are carried out by line ministries. The Ministry of Finance does not apply control and administrative measures on them.
