The introduction of accompanying invoices for goods (SNT) is the final element of the traceability system, which is implemented in order to ensure automatic control of trade turnover along the entire sales chain from import/production, including final consumption or export.
SNT registration is carried out in the "Virtual Warehouse" module of the "Electronic Invoices"information system.
The functionality of the module is built in such a way that after customs clearance, the imported goods are automatically registered in the Virtual warehouse of a participant in foreign economic activity.
Registration of the SNT for further sale is carried out by selecting a product from a Virtual warehouse.
At the same time, all the information available in the Virtual Warehouse (product name, HS code, units of measurement, information on the sources of origin of the goods) is automatically filled in in the created SNT, which allows you to eliminate duplication of entering information.
When specifying the quantity of goods sold, the System automatically checks whether there is such a quantity in the Virtual Warehouse and if more goods are specified for sale than the remaining stock, it displays an error message on the screen. Thus, the automatic control of the sale of goods within the declared volumes is carried out.
After registration of the SNT, the goods are put in reserve by the System until the SNT is confirmed by the buyer. This is done so that this product is not accidentally re-selected for the design of the SNT.
After confirmation of the SNT, which indicates that the received goods correspond to what is reflected in the SNT, the goods are automatically transferred from the supplier's Virtual Warehouse to the buyer's Virtual Warehouse.
Thus, an important element of the traceability system is the registration of a document accompanying the movement of goods before the shipment of goods, as well as the ability to confirm or reject the document.
To ensure a "soft" transition to the use of SNT, a pilot project has been launched since the beginning of the year, within the framework of which penalties are not applied.
The pilot project allows, among other things, to finalize the functionality according to the proposals of taxpayers, as well as to check its operability for the entire variety of economic operations.
The introduction of the SNT is carried out in stages, so that at first the most prepared taxpayers are involved in the registration of the SNT, which includes those who previously wrote out accompanying invoices for excisable goods and work in a "Virtual warehouse".
At the same time, taxpayers did not have time to set up work with the SNT and rebuild their relationships with counterparties, and therefore, the terms of the Pilot Project on the SNT are being extended:
for excisable products, import of goods into the territory of the Republic of Kazakhstan, export of goods from the territory of the Republic of Kazakhstan from December 31, 2020 to October 1, 2021;
for goods for which ESFS are subject to discharge through a virtual warehouse, from December 31, 2020 to January 1, 2022;
for goods from the List of WTO exemptions and goods subject to labeling from October 1, 2021 to August 1, 2022.
