Electronic customs support for the transit of goods is being introduced

Since May 16 of this year, the Order of the Minister of Finance of the Republic of Kazakhstan No. 407 dated April 28, 2021 "On Approval of the Rules for the use of electronic Customs Escort of Vehicles, as well as the interaction of state Revenue bodies, the declarant, the national operator of the information system for supervision of international road transport and the carrier in the electronic customs escort of vehicles"is put into effect.

The order was developed in order to implement Article 437 of the Code of the Republic of Kazakhstan" On Customs Regulation in the Republic of Kazakhstan " and provides for supervision of the transportation of foreign goods in the territory of the Republic of Kazakhstan in accordance with the customs procedure of customs transit using technical means of satellite navigation (navigation seals).

When developing this order, the experience of conducting pilot projects with the use of navigation seals was taken into account, as well as the work carried out to improve the unified system of transit of goods at the site of the Eurasian Economic Commission.

Electronic customs support is applied based on the recommendations of the risk management system for categories of foreign goods imported to Kazakhstan importers located in the" green " zone, less exposed to the risk of violating customs legislation.

Direct electronic customs escort is carried out by attaching navigation seals to the cargo parts of vehicles and remotely monitoring the movement of the vehicle from the customs office of departure to the customs office of destination.

The introduction of electronic customs support is aimed at simplifying customs operations during transit, reducing the time of their implementation and financial costs for transit transportation.
