Combating corruption in State revenue agencies

Corruption is the most dangerous disease of society at the present stage of development of our state. The strengthening and entrenching of corruption leads to the impossibility of further development of the state, hinders the construction of an open and transparent economy, and negatively affects the development of all systems and bodies of the state.

On August 19, 2019, during the meeting of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev with the Chairman of the Anti-Corruption Agency, the President noted:

- on the importance of introducing the institution of the resignation of the first heads of state bodies for the corruption of subordinates;

- restoration of anti-corruption expertise of regulatory legal acts;

- liability for illegal enrichment;

- publication of income and expenditure declarations by public officials.

Thus, the fight against corruption is given close and special attention.

Corruption is present in all sectors of the economy, the spheres of the national economy, leads to the growth of the shadow economy and is inextricably linked with tax evasion.

The activities of state revenue bodies in collecting taxes and payments to the budget, conducting tax and customs administration are closely interrelated with individuals and legal entities.

In order to avoid repeated, unjustified interaction of officials of state revenue bodies with taxpayers, work is being carried out on the digitization of tax and customs systems.

Further implementation and development of the following information systems continues: "Astana-1", "E-window", "Electronic invoices"," VAT-Blockchain "module," Product labeling", online KKM,"Virtual warehouse".

In particular, the use of the online KCM by taxpayers will minimize possible physical contacts between state revenue officials and taxpayers.

It is planned that due to the use of digital tools, a large burden on business will be reduced, physical contact of employees of state revenue bodies with taxpayers will be reduced, and unjustified inspections will be reduced.
