As of 01.01.2021, the arrears amounted to 9,432 million tenge, compared to the beginning of the year, an increase of 5,264. 3 million tenge, or 126% was allowed (the arrears as of 01.01.2020 amounted to 4,167 million tenge).
The growth of arrears was influenced by objective reasons (problem debtors for which all methods of security and enforcement measures were taken and court proceedings are underway, as well as accruals that were formed in the month of December 2020):
- provision of DFNO and additional charges for desk control – 2,806. 3 million tenge (JSC "USCO Logistics International" - 1,998. 2 million tenge, LLP "Almaty-Stroy-Kontrakt" - 382.7 million tenge, LLP "Central Asian Sugar Corporation" - 130 million tenge, LLP "TRUST KURYLYS" - 69.7 million tenge and other NP-225.7 million tenge);
- cancellation of the bankruptcy procedure (A-TA Stroy LLP) - 639.1 million tenge;
- current charges – KZT 218.9 million (ART CARLTON LLP-KZT 39.8 million, IZYMRYD LLP-KZT 35.5 million, Continent Oasis LLP – KZT 31.3 million, KAZ Intel Group LLP – KZT 116.8 million);
- accruals on FL - 1 600 million tenge.
As a result of the adopted methods and measures of compulsory collection, since the beginning of the year, a total of 11,743. 1 million tenge of arrears have been worked out, including:
- arrears of previous years in the amount of 2,160. 5 million tenge;
- the current arrears of 314 million tenge were collected;
- collected from accounts of debtors in the amount of 284.8 million tenge ;
- recovered from the sale of debtors ' property in the amount of 148.6 million tenge.
II.Since the beginning of 2020, 44 debtors have been declared bankrupt by court decisions, for the amount of arrears of 5,895 million tenge.
III. Decisions were made on the introduction of rehabilitation procedures for 3 NP in the amount of 172.1 million tenge.
IV.Decisions were made to declare the re-registration invalid for 7 NP in the amount of 1,213. 7 million tenge.
V.A deferral/installment of 24 NP in the amount of KZT 1,555. 0 million was granted.
As of 01.01.2021, the number of debtors (sole proprietors,legal entities) amounted to 7,161 NP, as of 01.01.2020-9,797 NP, a decrease of 2,636 NP or 27% was provided.

The debt on customs payments, taxes, special, anti-dumping, countervailing duties, penalties, interest (hereinafter referred to as tpin) as of 01.01.2021 amounted to 633 million tenge or decreased by 109 million tenge or 14.7% compared to the beginning of the year, and the number of debtors was reduced by 3 or 7.1 %.
Rehabilitation and bankruptcy
As of 01.01.2021, 93 NP with a total debt of 143.8 billion tenge are in bankruptcy proceedings, of which the tax debt is 17.8 billion tenge or 12.3%.
To attract officials to subsidiary liability and recover the amount of damage, 53 claims were filed with the judicial authorities in the amount of 24.2 billion tenge. All claims are satisfied and are in the production of bailiffs.
Since the beginning of this year, 22 materials on signs of deliberate bankruptcy have been sent to the Department of Economic Investigations in the Almaty region.
16 NP with a total debt of 41051.1 million tenge, including tax debt of 1211.3 million tenge, are in the rehabilitation procedure. With the plan of 123.4 million tenge, the repayment of tax arrears amounted to 131.2 million tenge or 106.3%.
Regarding high-quality representation of tax interests in bankruptcy proceedings
According to the analysis conducted for the withdrawal of the debtor's property in the pre-bankruptcy period, 22 debtors were identified, for which bankruptcy managers initiated claims for recognition of the debtor's transactions as invalid in the SMES of the Almaty region, where 9 debtors were satisfied by the court, 12 debtors were denied satisfaction, and 1 debtor's claim is under consideration in court.
