International transportation processes often involve unforeseen situations: vehicle breakdowns, damage to customs seals, route changes, or the need for urgent transshipment of goods.
To avoid penalties and violations, it is necessary to strictly follow Decision of the Board of the Eurasian Economic Commission No. 170 dated December 13, 2017. This document clearly regulates the procedure for actions in non-standard situations.
The Department reminds foreign economic activity (FEA) participants of the three main algorithms:
- Extension of the customs transit period: If, due to border queues or a breakdown, you are unable to deliver the cargo on time, submit an application to the customs authority BEFORE the expiration of the established deadline. The decision is made within 1 business day.
- Change of the place of delivery: If the destination point has changed en route, the carrier may apply to any customs authority along the route. The permission is issued within 1 business day based on the new documents.
- Cargo operations (transshipment): Any transshipment of goods or uncoupling of a vehicle combination requires customs permission. Exception: if you are replacing only a broken tractor unit without removing customs seals from the semi-trailer, no permission is required; sending a notification is sufficient.
Dear taxpayers and FEA participants, timely notification of customs authorities is a guarantee of your business safety and protection against administrative liability. Please plan your routes taking into account the current norms of the EAEU legislation.
