Compliance with prohibitions and restrictions upon the movement of goods across the customs border of the Eurasian Economic Union (EAEU) is a mandatory requirement established by the EAEU Customs Code and national legislation. Violation of these norms renders the movement of goods unlawful and entails liability.
Prohibitions and restrictions include:
Goods may be moved across the border only subject to compliance with all requirements: non-tariff, technical, sanitary, veterinary, and phytosanitary (quarantine) requirements.
Compliance shall be verified by regulatory (permitting) documents submitted to the customs authorities.
If a product is prohibited from import or export, it shall not be allowed for movement and shall be subject to return or destruction.
Administrative liability is prescribed for violations (in Kazakhstan — Article 545 of the Code of Administrative Offenses), including fines, confiscation, and other measures.
Goods prohibited from import must be immediately removed without unloading (only transshipment for outward return is permitted).
