On April 21 of the current year, a public discussion was held at the State Institution “Akim’s Office of the Zhalagash Rural District” on the results of the provision of public services for 2025.
In accordance with the Law of the Republic of Kazakhstan dated April 15, 2013 No. 88-V “On Public Services”, as well as subparagraph 1) of Article 10 of the same law, the State Institution “Akim’s Office of the Zhalagash Rural District” provides 5 types of public services according to the register:
- Rules for the provision of the public service “Issuance of a decision to change the designated purpose of a land plot”;
- Rules for the provision of the public service “Provision of land plots from settlement and rural areas”;
- Rules for the provision of the public service “Acquisition of rights to land plots in state ownership that does not require auctions (competitions)”;
- Rules for the provision of the public service “Sale of a land plot into private ownership with a one-time payment or by installment”;
- Rules for the provision of the public service “Registration in the queue for obtaining a land plot”.
In 2025, at the Akim’s Office of the Zhalagash Rural District, the following results were recorded in the provision of public services:
1st Quarter:
- Under the service “Acquisition of rights to land plots without auctions” — 1 application was approved.
2nd Quarter:
- Under the same service — 4 applications were approved.
- Under the service “Sale of land plots into private ownership” — 1 application was approved.
3rd Quarter:
- Under the service “Acquisition of rights to land plots without auctions” — 1 application was approved.
4th Quarter:
- Under the service “Acquisition of rights to land plots without auctions” — 3 applications were approved.
- Under the service “Issuance of a decision to change the designated purpose of a land plot” — 1 application was approved.
- For 2 applications under the service “Acquisition of rights to land plots without auctions”, a reasoned refusal was issued.
No cases of unlawful refusal in the provision of public services were recorded.
No complaints regarding the quality of public services were received.

In order to inform the population about the procedures for obtaining public services and to promote electronic services at the State Institution “Akim’s Office of the Zhalagash Rural District”:
- On August 15, 2025, a seminar was held with staff on the topic: “Improving the quality of public services and transitioning them to electronic format, procedures for providing public services.”
- On September 22, 2025, an Open Day was held at the Akim’s Office of the Zhalagash Rural District of Kegen District aimed at improving the quality of public services and obtaining services through the self-service corner. The purpose of the event was to explain procedures to residents and train them to independently obtain certificates.
- Presentations were conducted on Facebook and Instagram explaining how to obtain a certificate of criminal record (or absence thereof) through the eGov portal.
- In 2025, 284 electronic services were provided through the self-service corner.
To inform the population, a stand with the register and rules for the provision of public services has been installed.
Timely and high-quality provision of services, as well as increasing the level of citizen satisfaction, are the main criteria for evaluating the effectiveness of public services.
Based on the results of 2025, all public services were provided within the established timeframes. No complaints were received from individuals or legal entities.
