INTRODUCTORY PART
On the basis of the order of the Akim of the Rural District No. 59 – O-N/K of December 08, 2025" on internal analysis of corruption risks in the activities of the Akim of the Rural District "of the state institution" Office of the Akim of the Rural District of the Kegen District of Almaty region " (hereinafter referred to as the Office of the Akim of the rural district), an internal analysis of corruption risks was carried out from December 08 to December 12, 2025. The total period for conducting an internal analysis of corruption risks is defined as 12 months in 2024.
In accordance with the "rules for internal analysis of corruption risks" approved by the decree of the president of the Republic of Kazakhstan dated October 19, 2016 No. 12, an internal analysis was carried out in the following areas:
IDENTIFICATION OF CORRUPTION RISKS IN REGULATORY LEGAL ACTS AFFECTING THE ACTIVITIES OF THE APPARATUS:
State institution "Office of the Akim of the Rural District" of Kegen district in its activities:
- The law of the Republic of Kazakhstan "on local public administration and self-government of the Republic of Kazakhstan"

1. regulatory legal acts affecting the activities of a state institution:
For 12 months of 2024, the mayor of the district issued 18 decisions on the main activity, 58 orders on the main activity and 33 orders on personnel. The report of decisions on the main activity is submitted to the interdistrict Department of Justice of Enbekshikazakh for analysis every six months. According to the results of 2024, the employees of the Office of the Akim of the Buckthorn rural district Akim Sarybayev Yernar Sanakbayevich for improper fulfillment of the requirements of Part 4 of Article 92 of the Land Code of the Republic of Kazakhstan were given a disciplinary penalty in the form of a "reprimand" by order of the district Akim N. Tengizbayev on July 30, 2024 No. 478 - P/K. Chief specialist-accountant Toksyn Zhadyra Sailaubekovna was given a disciplinary penalty in the form of a "warning" for non-disbursement of 3 million 248 thousand tenge 00 tiyn in the state institution "Office of Akim of the Rural District" of the Kegen district according to the results of 9 months of 2024 by order of the Akim of the Rural District E. The prosecutor of the kegen district did not have any complaints about the cancellation of the decision and orders during the reporting period.

In accordance with the functional responsibilities of the staff of the office, the responsible specialist for registration, timely and high-quality execution of applications received from individuals and legal entities is assigned to the head of the structural unit Mukhanova Marzhan Nuralimovna.

The state institution "Office of the Akim of the Buckthorn rural district" of the kegen district sent information on the turnover of documents from 01.01.2024 to 31.12.2024 quarterly to the personnel department.
The website of the Akim of the district and the Akim of the rural district did not receive appeals and complaints from the population.

Quality control of public services
In the building of the Office of the Akim of the rural district there are stands with information on the procedure for providing public services. In order to ensure transparency in the process of providing public services, explanatory work is being carried out among the population of the rural district.
The Office of the district Akim for the provision of public services is not brought to disciplinary responsibility.
In accordance with subparagraph 1)of Paragraph 1 of Article 23 of the law of the Republic of Kazakhstan" on public services", information on the procedure for providing public services is provided by placing standards of public services in the locations of service providers and the State Corporation.
During the analysis, it was found that there is an information board in the building of the Office of the Akim of the rural district.
Proposal: to conduct a seminar among employees on the rules" Land Code of the Republic of Kazakhstan"," provision of public services " with the participation of relevant institutions at the district level.
4. on measures to further improve the norms of ethics and rules of behavior of civil servants of the Republic of Kazakhstan:
During the reporting period, specialists of the district Akim's office were not brought to disciplinary responsibility for violation of the norms of the Code of ethics.
Recommendation: in order to monitor compliance with the norms of official ethics, as well as the state of the moral and psychological situation in the team, the ethics commissioner conducts an anonymous survey in the form approved by the authorized body at least once every six months.
1. Personnel Management, including staff turnover:
According to the staffing table for 2024, the staffing of the state institution "Office of Akim of the Buckthorn rural district" of the Kegen district is 6 people.
The staff of the Office of the Akim of the district is 6 units, including: akim of the Buckthorn Rural District – 1 unit, head of the structural unit – 1 unit, chief specialists-3, leading specialists - 1.
During the analysis period, there were no facts of bringing employees of the district Akim's office to justice for corruption and offenses that defame the civil service, as well as misdemeanors.
The job descriptions of civil servants of the district Akim's office fully state their official rights and obligations, there are no facts of duplication of the duties of employees.
There were no facts of demotion from among the employees of the district Akim's office.
Granting leave to employees of the district Akim's office is carried out in accordance with the approved schedule and in strict accordance with the law on public service and the Labor Code of the Republic of Kazakhstan.
Admission of citizens to the civil service is carried out by the unified service of the district personnel department.
There was no staff turnover in the Office of the district Akim.
It is recommended: when conducting the competition, be strictly guided by the laws and regulations governing the competitive procedures and requirements for candidates.
There was no conflict of interest during the reporting period.
THE FINAL PART
Based on the above, the state institution "Office of the Akim of the Buckthorn rural district" provides the following documents:
1) strictly comply with the requirements of the "administrative procedural code of the Republic of Kazakhstan", as well as conduct a seminar on the consideration of applications among employees of the office;
2) conduct seminars with specialists on the study of standards for the provision of Public Services 1 time per quarter;
