Standard rules of the local community meeting
Chapter 1. General provisions
1. This Model Regulation of the Local Community Meeting (hereinafter referred to as the Model Regulation) has been developed in accordance with paragraph 3-1 of Article 39-3 of the Law of the Republic of Kazakhstan "On Local Public Administration and Self–Government in the Republic of Kazakhstan" (hereinafter referred to as the Law).

2. The basic concepts used in this Standard Regulation:
1) local community – a set of residents (members of the local community) living on the territory of the relevant administrative-territorial unit, within the boundaries of which local self-government is carried out, its bodies are formed and function;
2) meeting of the local community (hereinafter referred to as the meeting) – participation of representatives of the local community, delegated by the meeting of the local community, in solving current issues of local importance within the limits and in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
3) issues of local importance – issues of activity of a region, district, city, district in a city, rural district, settlement and village that is not part of a rural district, the regulation of which, in accordance with the Law and other legislative acts of the Republic of Kazakhstan, is related to ensuring the rights and legitimate interests of the majority of residents of the relevant administrative-territorial unit;
4) local self–government - activities carried out by the population directly, as well as through maslikhats and other local self-government bodies, aimed at independently resolving issues of local importance under their own responsibility, in accordance with the procedure determined by Law, other normative legal acts;
5) a member of the assembly of the local community is a representative of the local community delegated by the meeting of the local community in solving current issues of local importance within the limits and in accordance with the procedure established by the legislation of the Republic of Kazakhstan.
3. The rules of procedure of the meeting are approved by the maslikhat of the district (city of regional significance).
3-1. The composition of the meeting of the local community is determined by the meeting of the local community for a period of four years and is formed from among the candidates delegated by the meeting of the local community.
At the same time, the number of members of the assembly of the local community delegated by the meeting of the local community (hereinafter referred to as the members of the assembly) is determined depending on the total population of the city of regional significance, village, settlement, rural district:
1) up to 10 thousand people 5-10 members of the assembly;
2) 10-15 thousand people – 11-15 members of the assembly;
3) 15-20 thousand people – 16-20 members of the assembly;
4) over 20 thousand people – 21-25 members of the assembly.

3-2. When forming the composition of a local community meeting, the number of representatives of separate gatherings is determined in proportion to the number of their population.

3-3. For an administrative-territorial unit consisting of several settlements, at least one representative from each settlement is provided, delegated by separate gatherings of the local community, taking into account the provisions of paragraph 3-2 of this Model Regulation.

Chapter 2. The procedure for convening a meeting of the local community
4. The meeting is held on current issues of local importance:
discussion and consideration of draft policy documents, programs for the development of the local community;
coordination of the draft budget of a city of regional significance, a village, a settlement, a rural district and a budget execution report;
coordination of budget adjustments of a city of district significance, village, settlement, rural district in case of redistribution of funds in the amount of no more than twenty percent of the budget program expenditures for the current financial year according to the approved (clarified) budget, with the exception of budget programs (subprograms) funded by targeted transfers from the district (city of regional significance) budget, between budget programs in case of non-utilization of budget funds and (or) ineffective execution of budget programs during the current financial year based on the results of budget monitoring without changing the structure of budget expenditures;
coordination of decisions of the office of the city of district significance, village, settlement, rural district on the management of communal property of the city of district significance, village, settlement, rural district (communal property of local government);
formation of a local community commission from among the participants of the meeting in order to monitor the budget execution of a city of regional significance, village, settlement, rural district;
hearing and discussion of the report on the results of the monitoring of the budget execution of a city of regional significance, village, settlement, rural district;
coordination of the alienation of communal property of a city of regional significance, village, settlement, rural district;
discussion of topical issues of the local community, draft normative legal acts concerning the rights, freedoms and duties of citizens, with the exception of draft normative legal acts of local executive bodies, as well as akims, providing for decisions on the establishment (cancellation) of a quarantine zone with the introduction of a quarantine regime in the relevant territory, on the establishment (lifting) of quarantine and (or) restrictive measures in cases provided for by the legislation of the Republic of Kazakhstan in the field of veterinary medicine, as well as the declaration of an emergency situation of a natural and man-made nature, as well as the provision of recommendations on them within the time limits provided for The Law of the Republic of Kazakhstan "On Legal Acts";
initiating the issue of dismissal of the akim of a city of regional significance, village, settlement, rural district;
