INTRODUCTORY PART
The state institution" Office of the Akim of Karkara rural district of kegen District of Almaty region "(hereinafter referred to as the Office of the Akim of the rural district) on the basis of the order of the Akim of the rural district" on internal analysis of corruption risks in the activities of the Office of the Akim of the Karkara rural district " dated September 19, 29, 2023, an internal analysis of corruption risks was carried out. The total period for conducting an internal analysis of corruption risks is defined as 12 months in 2022.
In accordance with the "rules for internal analysis of corruption risks" approved by the decree of the president of the Republic of Kazakhstan dated October 19, 2016 No. 12, an internal analysis was carried out in the following areas:
IDENTIFICATION OF CORRUPTION RISKS IN REGULATORY LEGAL ACTS AFFECTING THE ACTIVITIES OF THE APPARATUS;
State institution "apparatus of Akim of Karkara rural district" of kegen district in its activities:
- The law of the Republic of Kazakhstan "on local public administration and self-government of the Republic of Kazakhstan"
- The law of the Republic of Kazakhstan "on public service of the Republic of Kazakhstan" ;
- On measures to further improve the norms of ethics and rules of behavior of civil servants of the Republic of Kazakhstan;

- The law of the Republic of Kazakhstan "on architectural, urban planning and construction activities in the Republic of Kazakhstan" ;

- Carries out its activities under the regulations of the state institution "apparatus of Akim of Karkara rural district" of kegen district.
Regulatory legal acts affecting the activities of a state institution:
For 12 months of 2022, the mayor of the district issued 10 decisions on the main activities, 41 orders on the main activities and 37 orders on personnel. The report of decisions on the main activities is submitted to the inter-district Department of Justice of Enbekshikazakh for quarterly analysis. According to the results of 2022, there were no "comments" to the staff of the Office of the Akim of Karkara rural district. In accordance with the functional responsibilities of the staff of the office, the responsible specialist for registration, timely and high-quality execution of applications received from individuals and legal entities is assigned to the head of the structural unit Birzhansalov Yelzhan Kanatovich.
Information about the turnover of documents in the period from 01.01.2022 to 31.12.2023 state institution "Office of Akim of Karkara rural district" of kegen district:
75 applications for personal admission. Among them: employment-25, fuel assistance-7, land-15, leasing equipment-5, Tax-3, drinking water-5, ASP-5, other-10.full explanatory work was carried out and satisfied.
Application 10 has been registered in the e-application information system. 6-Request, 3-request, 1-notification.
Of these: 6-application on land issues, 2-on agriculture, 1-in connection with construction work, 1-proposal on obtaining a copy of the book from the publishing house. The applications were fully satisfied and an administrative favorable Act was adopted.
There is no application from a legal entity.

The website of the Akim of the district and the Akim of the rural district did not receive appeals and complaints from the population.
Recommendation: strict compliance with the requirements of the" administrative procedural code of the Republic of Kazakhstan", as well as holding a seminar among employees of the Akim's office on the consideration of applications.
For the provision of public services;
The state institution" Office of the Akim of Karkara rural district " provides 5 public services in accordance with the Register of public services. Number of services rendered -1, total-1.

Quality control of public services
In the building of the Office of the Akim of the rural district there are stands with information on the procedure for providing public services. In order to ensure transparency in the process of providing public services, explanatory work is being carried out among the population of the rural district.
The Office of the district Akim for the provision of public services is not brought to disciplinary responsibility.
In accordance with subparagraph 1)of Paragraph 1 of Article 23 of the law of the Republic of Kazakhstan" on public services", information on the procedure for providing public services is provided by placing standards of public services in the locations of service providers and the State Corporation.
During the analysis, it was found that there is an information board in the building of the Office of the Akim of the rural district.
Proposal: to conduct a seminar among employees on the rules" Land Code of the Republic of Kazakhstan"," provision of public services " with the participation of relevant institutions at the district level.
On measures to further improve the norms of ethics and rules of behavior of civil servants of the Republic of Kazakhstan
During the reporting period, specialists of the district Akim's office were not brought to disciplinary responsibility for violation of the norms of the Code of ethics.
Recommendation: in order to monitor compliance with the norms of official ethics, as well as the state of the moral and psychological situation in the team, the ethics commissioner conducts an anonymous survey in the form approved by the authorized body at least once every six months.
Personnel management, including staff turnover;
According to the staffing table for 2023, the staffing of the state institution "Office of Akim of Karkara rural district" of the Kegen district is 6 people.
The staff of the Office of the Akim of the district is 6 units, including: akim of Karkara Rural District – 1 unit, head of the structural unit – 1 unit, chief specialists-3, leading specialists-1.
During the analysis period, there were no facts of bringing employees of the district Akim's office to justice for corruption and offenses that defame the Civil Service, as well as misdemeanors.
The job descriptions of civil servants of the district Akim's office fully state their official rights and obligations, there are no facts of duplication of the duties of employees.
There were no facts of demotion from among the employees of the district Akim's office.
Granting leave to employees of the district Akim's office is carried out in accordance with the approved schedule and in strict accordance with the law on public service and the Labor Code of the Republic of Kazakhstan.
Admission of citizens to the civil service is carried out by the unified service of the district personnel department.
There is no staff turnover in the Office of the district Akim.
It is recommended: when conducting the competition, be strictly guided by the laws and regulations governing the competitive procedures and requirements for candidates.
There were no conflicts of interest during the reporting period.
THE FINAL PART
Based on the above, the state institution "apparatus of Akim of Karkara rural district" provides the following documents:
1) strictly comply with the requirements of the "administrative procedural code of the Republic of Kazakhstan", as well as conduct a seminar on the consideration of applications among employees of the office;
2) conduct seminars with specialists on the study of standards for the provision of Public Services 1 time per quarter;
3) take the necessary control measures to prevent violations of the legislation of the Republic of Kazakhstan in the upcoming activities of the Office of the Akim of the Rural District, conduct seminars among employees of the office responsible for the performance of official duties.
