KAZAKHSTAN ENTERED THE TOP-50 COUNTRIES OF LABOR PRODUCTIVITY IN THE ECONOMY AND THE TOP-20 FOR ITS GROWTH.

Kazakhstan entered the Top -50 countries in labor productivity in the economy and in the Top 20 for its growth, herein the gap of labor productivity in the manufacturing industry from the leading OECD countries reduced for 14%. Implementation of programs of the first five-year industrialization plan (SPAIID) gave impetus to start the restructuring of the national economy and has become one of the key drivers of the growth of many indicators and stop of de-industrialization of the country. From 223 indicators 72% were executed or exceeded, even for by 19% significant improvements were achieved if compared with the base year of 2008.

For the reference only: the key execution points of the Program are: establishment of an appropriate legal framework, construction of basic and industrial infrastructure, the introduction of new instruments to promote the manufacturers, the mass launch of new industrial projects, the emergence of high-quality basis for further development of the industry with orientation to increase productivity. Thanks to the measures of state support of business real GDP growth is 35.6% (38,4% within the plan), manufacturing industry became to grow with an advance speed (IPV production in the manufacturing sector is 22,8% and in the mining sector – 20,4%).

The state program will remain focused on the promotion of manufacturing sector. At the same time, the main efforts are directed to a system-wide support measures, it is prescribed a gradual complete rejection from measures that have a distorting effect on competitiveness with the transition on stimulation of labor productivity, cost reduction and human capital development.

One of the basic tools of SPAIID implementation is «Productivity- 2020» program. During the first phase (2011-2014 y.y.) of its implementation, more than 140 business entities were reimbursed the expenses for total amount 27,5 bln.tenge. Since the beginning of the second phase 8 companies have received the reimbursement of the costs of an energy audit, training of staff, attraction of foreign specialists and etc. 49 business entities from 10 regions have prepared and applied for support tools. Herewith, the program operator within 15 working days reimbursed historical costs incurred by the applicant during the period of 6-12 months before the application date. At the moment MID RK jointly with «KIDI» JSC develop a package of measures to supplement Support Program and new tools to further simplification of procedures according to their provision.
