RETURN OF KAZAKHSTAN FINE GOLD PROCESSING ABROAD TO THE COUNTRY WILL BE AFFIXED ON THE LEGISLATIVE LEVEL.

In order to provide a return of refined gold to the territory of the Republic of Kazakhstan, processed in other countries from raw materials produced in Kazakhstan, priority right of the state through the introduction of obligations of sale owner – importer by the priority order to the National Bank of Kazakhstan of fine gold, processed in other countries. Today on the first reading Deputies of Mazhilis of the Parliament approved legislation draft «On Precious Metals and Precious Stones» and the accompanying package of amendments to the existing legislation.

Legal regulation of the circulation of precious metals and gemstones is an important factor in the development of the national economy, the condition of its economic security and financial stability.

The purpose of draft law is to create a common legal basis for regulation of social relations that arise in the sphere of production and turnover, control over operations with precious metals and precious stones, the harmonization of national legislation and the creation of conditions for jewelry industry development in Kazakhstan.

In the Draft law clearly defined the competence of the Government of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan and MID RK as of the authorized body in the sphere of production and turnover of precious metals and precious stones.

Besides the function state control execution over the import and export of precious metals and precious stones, raw materials containing precious metals and jewelry, provided for by the Ministry as the authorized body in the sphere of production and turnover of precious metals and precious stones.

Threshold level of content of harmful impurities and precious metal commodities containing precious metals are prescribed.
