Erlan Koshanov met with residents of Karaganda region

Speaker of the Mazhilis, Chairman of the AMANAT party Erlan Koshanov, headed by a group of deputies, visited the Karaganda region. He got acquainted with the work of social facilities and enterprises, and also met with residents of the region. The meetings were also attended by Minister of Emergency Situations Chingis Arinov and Akim of the region Ermaganbet Bulekpayev.

The Chairman of the Mazhilis got acquainted with the work of the new dispatch and analytical center in the coal department of Qarmet JSC. The center was presented by founder Andrey Lavrentiev and CEO Vadim Basin. The new facility is responsible for the one-time monitoring of the industrial safety situation at all coal mining enterprises, including the measurement of oxygen levels and methane concentrations. Specialists monitor the condition of the mines around the clock in real time and can get in touch with any employee to clarify the current situation.

"The return of Qarmet to the ownership of a Kazakh company was a great event not only for Karaganda, but also for the whole country. It was a strong-willed, political decision of the Head of State. The key conditions are the obligations of the new investor to carry out a comprehensive modernization of production. Within 5 years, the plant should regain its status as a leader in metallurgy. At the same time, occupational safety and industrial safety must be strengthened. The most important thing is to preserve the life and health of our employees. Accidents and accidents should be excluded," Erlan Koshanov said.

The chairman of AMANAT also discussed with trade union members the existing issues on improving social support for workers and miners from the state. Thus, through the joint efforts of deputies of Parliament, the AMANAT party and the Government, the Institute of Occupational Diseases and Occupational Hygiene was restored, new laws were adopted that ensure full insurance payment to an employee in case of accidents, despite the presence of employee guilt, and also expand the powers of labor inspectors to immediately stop production in case of safety violations.

During the conversation, special attention was paid to the work of the new law, which makes it possible to receive a special social payment from the age of 55 to employees of harmful industries. Chairman of the trade union organization of coal miners "Korgau" Evgeny Buslaev noted that more than 800 employees of JSC "Qarmet" have already taken advantage of the new opportunity. And in total, more than 8 thousand people receive payments in the country. He emphasized that this law is a concrete indicator of the state's concern for a person of work, thanked the President and the AMANAT party for its prompt adoption.

The Speaker of the Chamber also visited the villages of Sadovoye and Chkalovo in Bukhar-Zhyrau district, where he got acquainted with the work on restoring protective ramparts after floods and dams. Back in 2017, rock dams were built around these villages, which made it possible to protect settlements from floods this year.

However, if the problem with high water is solved, then, according to local aksakal Sailaukhan Shoshin, residents have nowhere to graze cattle. The Chairman of AMANAT spoke about the work of the Zher Amanaty party commission, thanks to which more than 10.8 million hectares of illegally acquired pastures have been returned to the state in two years. To help personal subsidiary farms, on behalf of the Head of State, the law "On Pastures" was adopted, which introduces new norms on public pastures, prohibits non-competitive distribution of pastures, transfer of pastures to other types of farmland, increases the standards for grazing animals per hectare from 20 to 50%.

Further in Karaganda, Erlan Koshanov visited the Center for Public and Service Services, where in October last year the country's first women's police station opened, which functionally became a Single family Assistance center. Victims of domestic violence can receive comprehensive assistance here. The center employs psychologists, lawyers, bailiffs, juvenile police, theologians, volunteers, mediators, social workers and others. The Chairman of the Mazhilis positively assessed the experience of the Karaganda region and suggested considering the introduction of this practice in other regions of the country.

On the same day, the Speaker of the Chamber got acquainted with the progress of construction of a 600-seat school in the Kungei microdistrict. The school is being built as part of the implementation of the Roadmap for the implementation of the republican election program "Halyken Birge!" of the AMANAT party. Local activists have long raised the issue of the lack of a school in this part of the city. All work is scheduled to be completed by the end of this year.

The speaker of the Mazhilis also got acquainted with the work on the modernization of Karaganda's heat supply networks. The new highway will solve the acute problem of shortage of thermal capacities, as well as relieve existing networks. This will create the necessary reserve for the further development of the city. The project will be fully implemented in the fall of 2024.
