According to the results of last year, less than a percent of public services in the Karaganda region were rendered in paper form. The region is still among the three leaders in the implementation of digital initiatives.

What other electronic services will be available to Karaganda residents this year and how the IT sphere is developing, said the head of the Department of Informatization, public Services and Archives Rustam Baizhanov.

IQala Public Utilities Website
To conclude a contract for the provision of community services, to reduce the number of residents in it to reduce the amount of payment for services and much more has become available to residents of Karaganda in online format. The IQala municipal services website digitized 26 city services of three major monopolists – LLP "Karagandy Zharyk", LLP "Teplotransit-Karaganda" and "Kagandyenergo Salasy". Applications from residents are already being received and immediately go into processing.
– The project has just begun to operate, – says the head of the Department of informatization, provision of public services and archives Rustam Baizhanov. – In the process of work, the list of services provided and the list of service providers will be expanded. In addition to Karaganda, we want to connect large cities to the site, and in the future, the entire region.
To apply on the City services website qrg.iqala.kz, you will need an EDS.

Geoinformation portal
Another digital convenience for residents of Karaganda will appear this year. The geoinformation portal will make the process of issuing land plots transparent. Seven services have already been digitized, including the issuance and change of the purpose of the land plot. The portal is multi-layered: there is both a detailed layout plan and a map of engineering networks.
Employees of the department added information to the platform from various sources, trained specialists of state agencies. In the future, departments in the field of land relations, construction, architecture and utilities will add missing data. For example, the Department of Natural Resources and Environmental Management has already digitized its economy – reservoirs, coastal zones, hydraulic structures, etc.
– The portal is ready, as soon as the necessary amendments to the legislation for the issuance of land in electronic form are adopted, we will immediately launch it. Individuals and legal entities will be able to see vacant land, coverage of their communications. The entrance will be through an EDS. The portal has been certified for information security. That is, no data will be available to third parties," explains Rustam Baizhanov.

The Safe City Project
In 2021, a three-year project "Safe City" was launched in the region. In Karaganda, Temirtau, Sarani, Osakarovka village, 2812 surveillance cameras and 50 cameras for recording traffic violations were installed. All of them are connected to a single service.
In addition, Balkhash, Shakhtinsk, Abai and Temirtau had their own video surveillance systems. About 700 cameras are reconnected to a common platform. Now the system is being systematically operated.
It is planned to supply more than 1,000 outdoor video cameras and 100 road safety complexes in the coming years. According to the police, thanks to the Safe City project, the number of road accidents decreased by 12.7%.

Senim109 Service
To complain about the work of state structures and public utilities, to ask a question about construction, medicine, education and other areas – residents of the entire Karaganda region call the Unified Coordination Center Senim109. During the work, the service received more than 470 thousand requests. At the same time, 90% of questions are resolved by operators upon receipt of requests.
– In 2022, more than 90 thousand appeals were received, – says the head of the Department of informatization, provision of public services and archives. – Only during the last snowfall, operators registered 5,000 applications per day. If you look at the statistics, residents are most often interested in the issues of road repairs, landscaping of courtyards, life support of the district and traffic management.

Internet in villages
Last year, networks were upgraded in 39 rural settlements of the region. Previously, residents of villages: Narmanbet, Koshkar, Akzharyk of Aktogay district, Koktas of Karkaraly district had problems with the quality of cellular communication, and somewhere it was completely absent. Now they have broadband internet access of the fourth generation.
Meanwhile, a little more than 100 settlements, where about 14 thousand people live, remain without communication. In the next two years, the Internet is planned to be carried out in 27 villages with a population of less than 250 people. Improved communication will affect more than 3.6 thousand residents.

IT hub "Terricon Valley"
During the year, more than three thousand Karaganda residents took part in 150 events for representatives of the IT and Digital spheres, organized by the regional IT hub "Terricon Valley". There were no empty seats in the hall. Experienced speakers touched on the most relevant topics.
Training continues on the incubator systems – for startups and acceleration – for those with a business. Last year, more than 200 people completed a full course of study and defended their projects. Another direction is developing – the hackathon. At the last competition for IT specialists, 67 regional teams were registered.
The Mining day technology marathon was held in the hub. He gathered representatives of more than 40 IT companies. The winners received contracts to work with industrial enterprises.

In the summer of 2022, the modern programming school “Terrikon school” was opened. Now 54 people are studying here in four directions. Of these, 18 are trained for free. The age of the students varies – from 14 to 50 years.

– This year we plan to create a venture fund to invest in early-stage projects, expand the space of the hub and the school. We want to open an R&D center and a podcast studio to launch courses in popular areas," Rustam Bayzhanov shared his plans.
