FIRST. Support for the manufacturing industry.

SEKOND. Increasing the transit and transport potential of the region.

THIRD. Development of single-industry towns.

FOURTH. Improvement of the ecological situation.

FIFTH. Ensuring safe working conditions at industrial enterprises.

SIXTH. Water supply and agricultural development.

SEVENTH. Development of the infrastructure of education, healthcare, sports and culture.

EIGHTH. Development of the regional center.
