General provisions
The Department of High-performance Sports and Sports Reserve (hereinafter referred to as the Department) is a structural subdivision of the State Institution "Department of Physical Culture and Sports of the Karaganda region" (hereinafter referred to as the Department), provides information, analytical and advisory support on the development of high-performance sports and training of the sports reserve in Olympic and non-Olympic sports, coordinates the position of subordinate DYuSSh, Sports School, Regional boarding College for children gifted in sports named after A. Moldagulova, the Olympic Reserve Training Center, the School of higher Sports skills, as well as professional sports clubs.
The Department is guided in its activities by the Constitution of the Republic of Kazakhstan, the Laws "On Physical Culture and Sports", "On Public Service of the Republic of Kazakhstan", "On Labor in the Republic of Kazakhstan", "On Combating corruption", "On Languages in the Republic of Kazakhstan", development programs of the Karaganda region, the strategic development plan of the Department of Physical Culture and Sports of the Karaganda region. Decrees of the President of the Republic of Kazakhstan, resolutions of the Government, Akimat of the Karaganda region, as well as other legislative normative legal acts of the Republic of Kazakhstan. Employees of the department are directly subordinate to the head of the department and are obliged to fulfill the instructions of the head of the department, the head of the Department and his deputies in accordance with the legislation of the Republic of Kazakhstan. The head of the department is appointed to the position and dismissed from his post by the order of the head of the Department. Employees are civil servants (hereinafter referred to as responsible employees). The head of the department and responsible employees are responsible for the timely, reliable, high-quality and complete fulfillment of the tasks assigned to them by the job descriptions, functional duties and instructions of the head of the Department of his deputies;
In the absence of the head of the department, his duties are assigned to the chief specialist by order of the head with the consent of the head of the department;
The structure of the department and the number of employees is determined by the staff schedule of the Department;
The Department of High Performance Sports and Sports Reserve is obliged to carry out its activities in close cooperation with other departments of the Department, in particular, to provide all necessary information to the department of organizational, legal and personnel work.
Main functions
2.1. Implements the state policy in the field of physical culture and sports;
2.2. Participates in the development and implementation of the main directions of the Department for the Development of Olympic, non-Olympic sports;
2.3 Provides the state service "Assignment of sports categories and categories: candidate for master of sports of the first sports category, coach of the highest and middle level of qualification of the first category, instructor-athlete of the highest level of qualification of the first category, sports judge of the first category";
2.3. Organizes and conducts international, republican, regional sports events in Olympic sports held on the territory of the region;
2.4. Organizes and trains the national team of the region in sports and ensures their performances at national and international competitions;
2.5. Carries out the development of the regional calendar plan of mass sports, recreational events and the main republican and international competitions;
2.6. Makes a proposal for the improvement of legislative and other legal acts in the field of physical culture and sports;
2.7. Organizes and conducts events to promote the Olympic and sports movement;
2.8. Together with the authorized bodies in the field of healthcare, carry out measures to protect the health of athletes, provide them with pharmacological agents, protein-glucose preparations and vitamins;
2.9. Coordinates the activities of the Youth Sports School, sports school, SOSHIKOR named after A. Moldagulova, TSPOR, SHVSM, professional sports clubs, on the preparation of sports reserves and high-class athletes.
2.10. Organizes the preparation of issues included in the competence of the department to be submitted to the board meeting, staff meetings with the head of the department and his deputies.
2.11. Exercises control over the execution of decisions, resolutions, orders of higher bodies and Management;
2.12. Analyzes the development of supervising sports in subordinate organizations, prepares proposals for improving activities;
2.13. Submits materials for consideration by the board and attracts employees of the Youth Sports School, the sports school and the specialized regional boarding school-college for children gifted in sports named after A. Moldagulova, the Olympic Training Center, the School of Higher Skill, employees of sports clubs to participate in the preparation of issues for consideration by the board.
2.14. Sends resolutions and orders of the department and higher authorities to subordinate organizations: DYuSSh, SDYUSHOR, SOSHIKOR named after A. Moldagulova, the Olympic Training Center, the school of higher skill;
2.15. Keeps records and prepares materials for the assignment of the honored master of sports, master of sports of international class, master of sports of the highest qualification categories to sports specialists and the assignment of sports categories of the candidate for master of sports and I-categories, qualification categories, the first category to sports specialists, regardless of their forms of ownership;
2.16. Maintains a book of sports records of the Republic of Kazakhstan, the World, the Olympic Games and the highest achievements of athletes of the Republic of Kazakhstan;
2.17. Prepares materials describing the state and development of educational and sports work in the region for the head of the department and his deputy;
2.18. Develops the regulations and the program of holding competitions of mass sports events, including regional sports competitions.
2.19. Analyzes statistical data on the main indicators of physical culture and sports in sports schools, provides final materials, a summary report to state bodies.
2.20. Carries out the promotion of high-performance sports;
2.21. Ensures that educational work is carried out in subordinate organizations.
2.22. Is responsible for the timely and high-quality execution of orders given to the department during meetings with the management.
Main tasks
3.1 implementation of policy documents on the development of high-performance sports and the preparation of sports reserves in sports schools;
3.2. organization of sports events for Olympic sports in the territory of the region;
3.3. preparation and coordination of sports events;
3.4. organization and sending of the national team of the region in Olympic sports to national and international competitions;
3.5. Work on the assignment of qualified categories, sports titles, categories;
3.6. compilation of lists of national teams of the region by sports;
3.7. preparation of the regional calendar of the main sports competitions by sports;
3.8. organization and holding of seminars and meetings with head teachers, methodologists of subordinate structures on the organization of the educational and training process during the year;
3.9. keeping a log of the highest sports achievements of athletes of the region;
3.10. keeping a log of the participation of athletes in the field of international competitions;
3.11. participation in the work of regional sports federations;
3.12. compiling a rating of sports schools ' works based on sports results and identifying the best ones based on the results of the calendar year;
3.12. preparation of an annual set of reports.
Duties and rights of employees
4.1.Responsible employees of the department:
- they are personally responsible for the performance of their duties assigned to them according to official instructions;
- carry out the instructions of the head of the Department, the deputy and the department;
4.2. Responsible employees in the performance of their official duties in accordance with the powers of the department established by this regulation have the right to:
- within the scope of their activities, participate in meetings and other events held by the head of the department and his deputy;
- exercise other powers on behalf of the head of the department and his deputy;
- employees of the department are responsible for improper performance of their official duties in accordance with the legislation of the Republic of Kazakhstan.
Organization of activities
5.1. The department is headed by the head of the department, who is appointed and dismissed by the head of the Department, according to the legislation of the Republic of Kazakhstan;
5.2. The Head performs the following functions:
1). organizes the work in accordance with the work plan;
2). provides general management of the department's activities;
3). organizes the activities of the management department;
4).organizes the interaction of the department with subordinate organizations, regional departments, departments and committees;
5). plans the work of the department and monitors its implementation;
6). preparation of work plans and materials to be considered by the Management board;
7). is responsible for the fulfillment of the tasks assigned to the department;
8). communicates with sports federations by senior coaches of the region;
9). determines the main directions and control over the educational and sports work of subordinate sports schools, represents their interests in state and public organizations;
10). conducts a unified state policy in the plans for training the sports reserve, improving the system of higher sports skills, training national teams of the region in Olympic sports;
