The Head of State set a key task for the coming decade - to form a fundamentally new model of the country's development. For this purpose, a large-scale reform of the civil service is currently being carried out, aimed at creating a professional State apparatus.
The development of physical culture and sports is one of the key directions of the state's social policy.
The creation of a strong consolidated society and the formation of a nation of a unified future depend on its effective implementation.
In order to implement the Anti-Corruption Strategy of the Republic of Kazakhstan for 2015-2025, the Sports Department approved an action plan. The report on its implementation is sent to the office of the Akim of the region and the Department for Civil Service Affairs and Anti-Corruption, and is also posted on the official website of the Department karsport.kz.
The Department has signed an open agreement with the Anti-Corruption Service on cooperation on the formation of an anti-corruption culture in the society. All civil servants of the Department joined the Agreement.
The Department holds weekly operational meetings with civil servants, one of the issues of which is the prevention of corruption offenses and crimes, the study of the current anti-corruption legislation.
Every year, the plan of legal universal education is approved, according to which throughout 2020, seminars are planned and held with employees of the Department, subordinate institutions to study anti-corruption legislation and counter corruption in sports institutions with the involvement of representatives of the Department for Civil Service Affairs.
So, in 2020, a seminar-meeting was held, which covered the following issues:

Also, on the official website of the Department, there is a section "Blog of the head of the department", which can be addressed by citizens with questions and suggestions for improving work in the field of physical culture and sports.
Anti-corruption management standards were developed and adopted, which were discussed and approved at a meeting of the board of the Sports Department, They were brought to the attention of subordinate institutions and posted on the official website of the Department.
Memos on combating corruption offenses have been developed, which are actively distributed among the population, and social posters on this topic are also placed in the building on the 1st floor.
The annual reports are carefully studied. National Anti-Corruption Reports, published by the Agency for Civil Service Affairs and Anti-Corruption of the Republic of Kazakhstan.
In turn, we have taken into account all the suggestions and recommendations indicated in the reports in the field of sports.

Appointment of the first heads of subordinate institutions
Heads of subordinate institutions (KGKP and KSU) are appointed in accordance with the Labor Code of the Republic of Kazakhstan (heads of KGKP-by competition. When conducting the competition, the development programs of a particular sports school submitted by candidates for a managerial position are considered and taken into account.
Payment of a monthly salary to the leading athletes of the Karaganda region (scholarships)
Scholarships to leading athletes are paid within the allocated budget funds in accordance with the resolution of the Akimat of the Karaganda region of July 3, 2020 41/03 "On the payment of monthly salaries to leading athletes of the Karaganda region". The award of the scholarship is made on a commission basis. The Commission meets quarterly.
Conducting public procurement
Public procurement is carried out strictly according to the approved public procurement plan, in accordance with the current legislation.
In the event of situations where the supplier must be recognized as an unfair participant in public procurement, the Management promptly applies to the court. This eliminates the occurrence of corruption risks. Similar work is being carried out in subordinate institutions and enterprises.
Planning and implementation of budget funds
When planning Budget requests and actual execution, the positions of the plan and the effective and optimal use of budget funds are taken into account.
Seminars with the heads and chief accountants of subordinate institutions are also planned and conducted on the issue of the correctness of budget planning.
Provision of public services
The Department of Physical Culture and Sports of the Karaganda region provides 6 public services:
The recipients of the services are individuals, athletes and employees of organizations of physical culture and sports of the Karaganda region.
Daily work is carried out in the integrated information system by the Public Service Center, as well as daily work is carried out with the inspectors of Public Service Centers to receive documents of public services.

Sports against corruption:
In addition to the administrative measures taken by the Department in the fight against corruption, there is also a sports focus of this work.
Thus, sports competitions are held annually among civil servants under the motto "We are against corruption".
I would also like to note that all sports competitions held both on the territory of the Karaganda region and abroad are aimed not only at the physical education of the younger generation, but also at the education of a person with a stable civic position.

As part of the implementation of the project "Adal Komek" on April 30, 2020 at 11.00 am to 12.00 pm, a speech was organized by the deputy head of the Department, R. D. Kozhabekov, on the activities of the institution during the state of emergency and an online consultation of citizens was held live on the social network pages "Instagram".
