Good day Abzal Nukenovich!

KSU "Psychoneurological medical and social institution for children of the Karaganda region" (hereinafter pmsu) has a staff of 474 units.

The type of activity of our pmsu is to provide special social services to children with disabilities from 3 to 18 years of age with various degrees of mental retardation and other neuropsychiatric pathologies. We have children with disabilities who need constant outside care and medical care.

In 2020, we received 2 children: one-at the request of parents, one-from an orphanage.

Since 2011, there has also been a day care unit (semi-stationary) with 60 beds. In fact, the day care unit is visited daily by 50 children with various diagnoses: cerebral palsy, down syndrome, oligophrenia in the degree of debility, imbicility, oligophrenia of complex Genesis with combined diagnoses at the age of 1.5 to 18 years. There are 2 buildings in the day care Department: "Kunshuak" and "Balapan". Children are provided with 5 meals a day, taking into account individual food intolerance, as well as a transport service for children-daily delivery of children to the pmsu and back home.

Currently, due to the quarantine, we do not accept children for day care.

The pmsu is located in a two-story building. On the ground floor, administration block, medical block (procedural, physiotherapist's office, vaccination, pharmacy, 2 insulator, staffroom), gym, physical therapy office, Assembly hall, dentist's office, kitchen, 4 residential buildings, a Barber shop.

On the second floor there are 32 offices, including 7 classrooms, a massage room, a social orientation room, 2 speech therapy rooms, a psychologist's office, a sensory room, a Montessori room, 2 workshops, a gym, 7 offices of teachers-defectologists for sensory development, 4 residential buildings.

Each building has bedrooms, bathrooms, washrooms for sanitary and hygienic procedures, games rooms, and classrooms for organizing correctional and educational activities.

The physiocabinet has an electrical stimulator, an amplipulse, a UHF device, a BIOPTRON, and a PHYSIOMED. The medical room is equipped with a sterilizer, indicator, quartz lamps. The physical therapy room is equipped with orthopedic walking simulators, vertical standers, multifunctional massage beds with tourmaline mats, and "MOTOmed" simulators.

In specially equipped classrooms and workshops, children are taught General skills. Organized interest groups: knitting, decorative and applied art. Measures are being taken to involve children in social and labor activities and in the social life of the boarding school.

For all significant dates, planned events are held, weekly themed entertainment for children is developed in the form of matinees, holidays, travel, excursions, visits to theaters, parks of culture and recreation, and the zoo.

Our children take an active part in city competitions, festivals, regional, national and international competitions under the special Olympics program.

Our pupils are provided with 5 meals a day. Hot meals, including diet meals, are prepared from high-quality products. Daily food is prepared according to the perspective menu, meets the requirements of balance and calorie content. Wards are provided with all necessary medicines, the volume of medical care is provided in a complex.

Every day, the teaching staff - teachers-speech pathologists, speech therapist, psychologist, music teacher, teachers conduct individual and subgroup classes with children, according to the correctional and developmental plan. In their work, teachers take into account health-saving technologies, psychophysiological capabilities and abilities of children, individual and differentiated approach to each of the children.

Specially organized educational process, individual classes of specialists show positive results. Most children have learned to wash, comb their hair, learn to hold objects on their own, and know their functional use. Children who had no speech, after training with a speech therapist, began to reproduce sounds, build words and simple sentences. Teachers-defectologists develop children's mental processes and cognitive activity, fine and General motor skills, sensory skills.

In 2019, we were allocated funding of 679,631,000 tenge. We repaired doors of buildings (request for quotation in the amount 1535000 Tg.), roof maintenance in the infirmary (from the same source by direct contract in the amount 612196тг), replacement of window glass of buildings (from the same source by direct contract in the amount 744000тг), repair the pipes in the basement, in the buildings (from the same source by direct contract in the amount 1262500тг).

In 2020, funding was allocated in the amount of 880,434,000 tenge. Compared to last year, funding has increased due to the increase in the length of service and categories of teaching and medical staff, as well as the increase in food prices.

Despite the fact that the work of our team is aimed at daily assistance to children with disabilities, we face numerous problems.

Let me draw your attention to the fact that according to the Standard for providing special social services, our children's pmsu does not require an ambulance, and we have to take wheelchair-bound children to hospitals and clinics every day for examination and treatment. We ask for assistance in reviewing the approved Standards for children's primary care institutions at the level of the Ministry of labor and social protection .

At the moment, the acute problem is the lack of medical personnel, namely doctors, pediatricians, therapists, and psychiatrists. Every day we submit applications for vacant positions of doctors in the KSU "employment Center of the city of Karaganda" but, however, there are no responses to date.

Every day, children with disabilities who are on a full-time stay, we carry out transport on the bus brand "PAZ", which is not adapted to the special transportation of children of our students (there is no ramp, a special Elevator to lift the stroller into the transport, there are no mounts for children). Please allocate funding for the purchase of 2 special buses with at least 25 seats and a limit on their maintenance.

The pmsu requires funding to replace worn pipes in the basement, Laundry room, and garage.

It is necessary to update the furniture in correctional classes and dormitories (desks, tables, chairs according to the age and psychophysical characteristics of children, wardrobes, beds), because sick children break furniture due to their mental disabilities.

Snow drifts this year showed that we urgently need to purchase special equipment for snow cleaning, because we were not able to provide transportation of disabled children to the day hospital to the building of the pmsu.

In addition, it is necessary to update the equipment of The M. Montessori room, it is necessary to purchase new modern rehabilitation devices for children.

We need funds to purchase an outdoor Playground for our students.

We are planning to build a winter garden for children who are seriously ill and need an individual approach.

Abzal Nukenovich, the road from our pmsu passes through the private sector - from R. Luxemburg street, 1A, to the end of Aktyubinskaya street there are significant damage to the road surface, when transporting children by bus, these damages are inconvenient. In this regard, we ask you to help us repair the road.

On the issue of mortality of our wards, I want to explain that 24 children have died over the past 5 years. The cause of death of children is established by a Commission, the bodies are taken to the examination, where conclusions are issued about their death. The main causes are diagnoses: bilateral pneumonia, brain edema, meningitis, heart failure.

Children living in our pmsu have a lot of diseases that affect their physical development from birth, many of them are doomed to death at an early age.
