Director of KSU "medical and social institution for the elderly and disabled # 1 of the city of Karaganda, Karaganda region" N. M. Syzdykan

I present to your attention a report on the results of the activities of the medical and social institution headed by me for 2019 and on the planned work for 2020.

General characteristics of the institution. KSU "medical and social institution No. 1 for the elderly and disabled of the city of Karaganda, Karaganda region" (hereinafter-the institution), subordinated to the Department of coordination of employment and social programs of the Karaganda region, was established in February 1989 as the Home of war and labor veterans. In 2010, it was transformed into a medical and social institution that provides inpatient services.

The facility is located in a two-story building with a total area of 4927 sq. m., has an Autonomous heating system with diesel fuel, the planned capacity is designed for 151 service recipients. Today, 146 people live there. According to the staff schedule, 113.5 units are provided, 107 units actually employ 89 people, and 6.5 vacancies have been created.

The provision of special services. The institution specifies 7 types of special social services according to the standard. In particular, they are divided into: socio-domestic, socio-medical, socio-psychological, socio-labor, socio-cultural and socio-economic, and socio-legal.

To date, 146 people have lived in the institution since 15.06.2020. Of them, 91 men and 55 women. Disabled people make up 60 people, including 18 people by age, home front workers-12 people. In accordance with the standard, the effectiveness of the IAS is assessed by increasing the number of people brought home who have passed the socialization process well. In 2017-2019, with a positive result of special social services provided, 5 people were voluntarily taken home, that is, re-joined the society. As a concrete example, we can say Sergey Tsyganok, who became disabled after a long sentence. I have 1 year of residence and with the help of professionals passes the re-socialisation, establishing a family, now lives in Karaganda. Effective work in this direction will continue.

All recipients of services are placed in premises in accordance with sanitary and epidemiological norms and fire safety rules, the average area of residential premises per person is 6-7 sq. m.

When placing recipients of services in rooms, their health status, age characteristics, physical and mental condition are taken into account.

All rooms are equipped with necessary furniture, equipment, soft inventory, bed inventory and other necessities.

The rendered household services also include: Laundry, drying of clothes, Ironing, disinfection of bedding.

Vehicles for transporting passengers and pedestrians are allocated for the transportation of service personnel.

There is a Barber shop, a library, an Assembly hall for cultural events, and a physical therapy room.

The menu structure is made up with the requirements for table 10 and 9. the caloric Content of the daily diet is on average 4,000 kcal.

The procedure in the IAS is regulated by the internal regulations.

An individual work plan has been developed for each service recipient for a year, and changes in the status of the service recipient are reviewed quarterly by the social worker and reflected in the journal of the electronic filing system. In accordance with job descriptions and individual plans, each specialist participates in the provision of special social services.

The provision of special social services is carried out in the form of documents (restoration of identity cards, receiving benefits, allowances and social payments, registration of the register and statement, opening accounts, working With the center for pension payments, consulting with interviews on social issues).

The individual rehabilitation program was open to all disabled people and the terms of re-examination are strictly observed.

Round-the-clock medical center. Palliative care wards have been set up for the purpose of continuous monitoring of people with chronic diseases, and currently there are 33 patients in them.

Physiotherapy treatment is performed. There is one physiotherapist's office. Operates 4 units of physics equipment. There is a medical and physical training room, which includes: a treadmill-2, an exercise bike-3, a massage bed-1, a device for limbs, health disks, balls, circles, horizontal bars. In front of the door, there are sports equipment, such as a horizontal bar, a bar, and a handle.

Today, a young psychologist is working. There is a personal account. The psychologist conducts individual work with each recipient of services and determines their psychological profile. Cultural events are held in the Assembly hall. We work closely with major cultural centers of the city. Every holiday will be celebrated with a festive mood at the proper level. Among the service recipients there are groups of creative direction "Shabyt", groups of sports direction "Zhiger", groups of economic direction "Trud". Rules have been developed and plans approved.

Occupational therapy was assigned to 54 civil servants, 18 of them - in the limited production form of occupational therapy and 38-in functional and General strengthening occupational therapy.

Thanks to the support of staff, the quality of services provided and their persistence, the life of Joan – Natalia Zvyagintsev with disabilities, which today has become the pride of the country, achieving great successes in overcoming difficult situations, can become a shining example of what they can succeed in life if they have the desire to support people in difficult life situation in our institutions.

Execution of the institution's budget. The budget of the institution in 2019 amounted to 223 million tenge, fully mastered. Expenses per service recipient per day amounted to 4350 tenge. As you can see, the share of budget expenditures is as follows: the largest share is the wage Fund, food, and utilities. Most of the institution's needs are met by saving money. For example, last year we received a long-awaited diesel generator, kitchen equipment, and computer equipment. In 2020, according to the plan, 263 million tenge was allocated from the budget. In order to improve the epidemiological protection of institutions in connection with the epidemiological situation that has occurred this year, personal protective equipment is being purchased with the funds saved from the main public procurement: a disinfection tunnel, masks, an anti-plague suit, disinfectants, a thermometer, and UV equipment.

Uniforms, bedding, personal hygiene items, and medical services are purchased at the expense of funds held in a control account with a concentration of 70% of pensions and benefits of service recipients.

Working with sponsors. As a result of negotiations with sponsors, in 2018, with the support of the National Bank, an invamobile car was opened, which significantly facilitated the transportation of disabled people. Thanks to the help of sponsors, construction materials were purchased and plastering and painting works were carried out in many rooms, sports and recreation devices were installed, such as at the doors, bars, handles, and the Swedish wall. Also, with the direct support of sponsors, long-awaited musical equipment, table tennis equipment, upholstered furniture, televisions, sports equipment, paintings and artificial flowers were purchased, which improved the quality of services provided.

In the future, the planned work. Among the expected solutions is the question of upgrading the recipients of solid inventory services, such as cabinets, cabinets, tables, and chairs. Wear and lack of these substances negatively affect the quality of services provided. However, due to the saved budget funds for the purchase of food in 2019, 20 beds and 30 cabinets were purchased. We have submitted a budget request for additional funds for 2021. In the future we plan to overhaul the roof of the building companies and repair the heating system in the basement, the construction of a checkpoint at the gate where there is a need for quarantine, the organization of mini-workshop for the effective involvement of recipients of services to occupational therapy. In July-August this year, it is planned to repair the most important parts of the heating system in the basement at the expense of the saved funds. Another issue is the lack of doctors, that is, staff units, specialists come, but they can't stand the psychological and emotional burden of work and low wages. today we provide medical services thanks to doctors of retirement age. In General, the main problem is low wages in our industry.

The decision that our issues will be resolved by us in the future.

Thanks for your attention!
