On amendments and additions to Order No. 109
"On measures to ensure socio-economic stability" by the president of the Republic of Kazakhstan in 2020
In accordance with subparagraph 4) of Paragraph 1 of the decree of March 16, I order:
Make the following changes to the order of the minister of Labor and social protection of the population of the Republic of Kazakhstan dated March 25, 2020 No. 109" on certain issues of providing public services in the social and labor sphere during the state of emergency and providing certain categories of the population with food and household items " (registered in the Register of state registration of normative legal acts No. 20164, published in electronic form in the reference control Bank of normative legal acts of the Republic of Kazakhstan on March 26, 2020) :
the title should read as follows:
"On some issues of providing public services in the social and labor sphere and providing certain categories of the population with food and household supplies during the period of emergency and restrictive measures»;
Paragraph 1 should read as follows:
"1. approve the attached rules on the procedure for providing certain public services in the social and labor sphere and providing certain categories of the population with food and household supplies during the period of emergency and restrictive measures.»;
in the rules for providing certain public services in the social and labor sphere and providing certain categories of the population with food and household supplies during the state of emergency, approved by the above-mentioned order:
the title should read as follows:
"On some issues of providing public services in the social and labor sphere and providing certain categories of the population with food and household supplies during the period of emergency and restrictive measures»;
Paragraph 25 should read as follows:
"25. food and household items for the period of emergency and restrictive measures:
children from six to eighteen years of age from the number of recipients of targeted social assistance;
disabled children under the age of sixteen, with the exception of disabled people permanently residing in medical and social institutions at the expense of the state budget, and disabled people in places of deprivation of Liberty;
persons with disabilities of the first, second and third groups of all ages, with the exception of persons with disabilities living in medical and social institutions on a permanent basis at the expense of the state budget and persons with disabilities in places of deprivation of Liberty;
persons raising a disabled child;
unemployed persons registered with the local employment authority.
Each person belonging to several categories specified in part one of this paragraph is provided with a food and household kit or transferred funds only on one basis.
Provision of food and household kits or transfer of funds to the persons specified in part one of this paragraph shall be carried out monthly in the composition (amount) determined in accordance with paragraph 27 of these rules, starting from the month of declaring a state of emergency and including the month of end of the state of emergency.
In connection with the introduction of restrictive measures, the provision of food and household kits or transfer of funds to persons specified in part one of this paragraph and having the appropriate status as of July 2020 is carried out once for July 2020 in the composition (amounts) determined in accordance with paragraph 27 of these rules.
Delivery of food and household kits or transfer of funds is carried out no later than August 30, 2020.».
Department of development of social assistance policy of the Ministry of Labor and social protection of the population of the Republic of Kazakhstan in accordance with the procedure established by law:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;;
2) posting this order on the official internet resource of the Ministry of Labor and social protection of the population of the Republic of Kazakhstan after its official publication;
3) within ten working days after the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan, submit to the Department of legal services of the Ministry of Labor and social protection of the population of the Republic of Kazakhstan information on the implementation of the measures provided for in subitems 1) and 2) of this paragraph;
4) bring this order to the attention of the Departments of coordination of employment and social programs of the Regions, Cities Of Nur-Sultan, Almaty and Shymkent, territorial divisions of the committee of Labor, Social Protection and migration of the Ministry of Labor and social protection of the population of the Republic of Kazakhstan, non-profit Joint Stock Company "State Corporation" Government for citizens", Joint Stock Company "Center for development of Labor resources" and Joint Stock Company "State Social Insurance Fund".
Control over the implementation of this order is entrusted to the vice-minister of Labor and social protection of the population of the Republic of Kazakhstan S. zh. Shapkenov.
This order comes into force from the date of its first official publication and applies to legal relations that have arisen since July 14, 2020.
