About state service "Assignment of Housing Assistance"

The state service is provided on the basis of the Rules for the provision of housing assistance to the population of town Balkhash, approved by the decision of the town maslikhat dated December 22, 2011 № 55/415 " and the Standard of the state service "Assignment of housing assistance ", approved by order of the Minister of National Economy of the Republic of Kazakhstan dated April 9, 2015y  №319 low-income families (citizens) who are permanently residing in the town Balkhash and villages (Gulshat, Sayak), registered in this dwelling, who are owners or tenants of the only dwelling.

 

Housing assistance is planned for each family individually, depending on the total family income, the occupied area of ​​housing and the actually consumed utilities (according to the tariff or meter readings), for solid fuel consumption.

At the same time, the actual expenses of the family are taken into account within the social standards:

  • the standard of housing area for single citizens living in multi-room apartments - 30 sq.m. (for those living in one-room apartments - the total useful area of ​​housing);
    • electricity consumption per family at actual outcomes, but no more than 250 kW. in houses equipped with electric stoves;
  • consumption rates of utilities (water supply, sewerage system, electricity, heat supply, maintenance services, garbage disposal), regardless of the form of ownership, are established on the basis of tariffs approved by service providers or according to meter data;
  • the amount of the increase in the subscription fee for the telephone connected to the telecommunications network is subject to compensation in the manner established by the Government of the Republic of Kazakhstan.
  • The standard of consumption of solid fuel per 1 square meter of area is determined
  • for residential buildings built before 1985 - 161 kg;
  • for residential buildings built after 1985 - 125 kg.

 

  

     The amount of housing assistance is defined as the difference between the amount of expenses for the consumption of utilities (according to the social standard) and the amount of the maximum allowable family expenses. In the current Rules, the share of the maximum allowable expenses in the total calculation at 8% of the total family income.

 Assistance is assigned on a quarterly basis (from the month of application to the end of the current quarter).

 

 

 

 

Calculation example:

 

1.Large family (6 people), living in a 3-room apartment, S = 60.0 sq. m (according to the tariff).  The size of the family's total income per month (in the 3rd quarter) is 134532.00 tenge (90000.00 tenge - salary; 44532.00 tenge - state allowance to large families with 4 minor children).

1) The amount of the maximum allowable consumption is 10763tg. (134532tg * 8%)

2) Expenses for payment of utilities - 20858tg

  • electricity (250 kWh) - 250 kWh * 15.22 = 3805 tg;
  • heating - 60.0 sq.m. * 67.23 = 4034tg;
  • hot water - 511.56 * 6 people = 3069tg;
  • cold water - 673.34 * 6 people = 4040tg;
  • fecal water - 293.20 * 6 people = 1759tg;
  • operating costs - 60.0 sq.m. * 43.00 = 2580tg;
  • garbage removal - 155.41 * 6 people = 932tg;
  • subscription fee for using the telephone-639tg.

Housing assistance: 10095tg = (20858 - 10763) 

 

  1. Residential building with stove heating (S = 60.0 sq.m.).

The size of the total family income is 134532 tenge (90000 tenge - salary, 44532 tenge - state allowance for large families with 4 minor children). In fact, 6 people are registered and live.

1) The amount of the maximum allowable consumption is 10763tg. (134532tg * 8%)

2) Expenses for payment of utilities - 34308 tg

  • Solid fuel for housing built before 1985 (the price of coal - according to statistics from 2020 - 18000 tenge) - 24840 tenge
  • Cold water - 673.34tg * 6 = 4040tg
  • Electricity - 250 kW. * 15.22 tenge = 3805 tenge
  • Garbage collection - 163.93tg * 6 = 984tg
  • Subscription fee for the phone - 639tg

Housing assistance: 23545tg = 34308tg - 10763tg.

 

 

The application is accepted and the result of the provision of public services is issued through:

1) non-profit joint-stock company "State Corporation" Government for Citizens ";

2) web portal of "electronic government": www.egov.kz.

 

         The result of the provision of public services: notification of the appointment of benefits.
