Abstract

Environmental impact assessment of decisions of the RP "Construction of solar power plant SES Balkhash 100 MW in the area of Balkhash, Karaganda region "1st stage" developed by JSC Kazakh Institute of oil and gas, which has the right to conduct environmental design, rationing for all types of planning works, reconstruction and new construction projects-license of the Ministry of environmental protection No. 0043190 (01536 R) dated January 31, 2013.

RP ""Construction of solar power station SES Balkhash 100 MW in the area of Balkhash, Karaganda region" 1st stage» provides: Construction of a 100 MW solar power plant in two stages, the first stage provides for the construction of a 50 MW part and the second for the construction of the second part.

Customer-KAZ GREEN ENERGY LLP,

Source of funding-own funds.

The project implementation period is 2020-2021.

The main purpose of the EIA is to determine the environmental and other consequences of management and economic decisions, to develop recommendations for improving the environment, and to prevent destruction, degradation, damage and depletion of natural ecological systems and natural resources.

Environmental impact assessment was carried out in accordance with the Environmental code of the Republic of Kazakhstan dated January 9, 2007, "Instructions for assessing the impact of planned economic and other activities on the environment when developing pre-planned, planned, pre-project and project documentation" approved by order No. 204-p of the Minister of environmental protection of the Republic of Kazakhstan on June 28, 2007 and other regulatory and methodological documents in force in the Republic.

The project provides an analysis of atmospheric pollution in the zone of influence of the enterprise for the period of construction and operation of the facility, defines approximate standards of maximum permissible emissions for the period of construction and operation of the facility: provides approximate data on water consumption and sanitation; indicative standards for waste generated at the enterprise; assessment of the impact on surface and underground water, soil, flora and fauna; social aspects of production impact are described, risk assessment and risk reduction measures are provided, and estimated costs for environmental management are calculated.

Location of the site in relation to the surrounding area - the Site of the planned 100 MW SES is located at a distance of 8 km in the Northern direction from the city of Balkhash. The land area for the construction of SES is 400.0 ha,. The installed electric capacity of the SES is 100 MW.

The minimum distance to the nearest residential building is 1.3 kilometers in the North direction from the land plot border.

The nearest water body is lake Balkhash at a distance of 10.5 km in the South-West direction from the border of the site.

Natural and climatic characteristics. The region's climate is sharply continental, with hot, dry summers and cold winters, and unstable snow cover. The area is arid. The amount of precipitation is very variable from year to year.

The average monthly air temperature varies from -6.2 to +26.4 ° C. The coldest months are December-February, and the warmest months are June-August. During the cold period, significant hypothermia is observed at night. The absolute minimum temperature is (-38) ° C, the absolute maximum is(+46) ° C.

Object characteristics-the Area of the land plot for the construction of SES is 400.0 ha. On the Western side of the site there is an asphalt highway. Further, the road network to the Northern and Eastern borders of the site is represented by field country roads.

When selecting the location sites for "the Construction of Solar power Plant (SPP)" took into account the following factors: rational land use; the conditions of operation and convenience for staff; security of settlements, industrial and agricultural enterprises and the environment, and the preservation of monuments of history and culture and geological residue.

A solar power station (SES) with a peak capacity of 100 MW is a generating Converter station consisting of photovoltaic modules and inverters that receive and convert direct current to alternating current with a fixed frequency of a three-phase electrical network. The principle of SES operation is based on the photovoltaics method - generation of electric energy by using photosensitive elements to convert solar energy into electrical energy.

The first stage of construction of the solar power plant has a capacity of 50 MW and a total of 202050 modules. The solar cell Assembly installed at a fixed angle of inclination is divided into 16 power generation units connected to the 3,125 MW photovoltaic network. The output of the DC combiner unit is connected to the DC interface of the inverter for the second level of centralized convergence. Each power unit is connected to a 3000 kVA 35 kV box-type step-up transformer, and each transformer is divided into two centralized inverters connected to the grid with a capacity of 1500 kW.

Engineering support for SES Balkhash 100 MW.

Water supply - due to the lack of centralized water supply and drainage systems in the area of construction of the Balkhash SES, the filling of fire-fighting tanks is accepted with imported water. Water supply from the water tank is provided for the household needs of the staff. Filling the tank is provided with imported drinking water. The tank capacity is 2200 liters, designed to contain a two-day volume of water for household needs.

Water disposal - discharge of waste water from the building is provided in a specialized sealed septic tank with a volume of 5.0 cubic meters, with a capacity of 1.125 m3/day, followed by drainage.

Characteristics of the construction site

The RP provides for the following volume of construction at the first stage:

Installation of 101025 solar panels and construction of 16 inverters.

Laying of a cable network connecting inverter groups with transformers. Security lighting around the perimeter.

Construction will be carried out in several stages:

Preparatory work:

- clearing the territory and preparing for construction;

- removal of plant soil from the entire free area;

- development of Foundation pits taking into account the angle of natural slope;

Construction and installation works:

- filling of foundations;

- backfill with soil to the planning mark with ramming with pneumatic rammers;

- installation of the frame;

- construction and installation of engineering networks and communications;

- finishing work;

Landscaping and landscaping works:

- paving of driveways with paving slabs;

- blind area;

- laying of asphalt concrete pavement;

- lawn layout.

The duration of the SPP construction of Balkhash 100 MW 1 queue, in accordance with SNiP RK 1.04.03-2008 is not regulated and therefore is taken on the recommendations of potential supplier of the equipment of SES equal to 8 months.

Design decisions for the remaining objects necessary for the launch of the Balkhash SES were made by a separate project.

The maximum number of employees on the construction site is 48 people.

Power supply for the construction period will be provided from existing networks.

Heat supply – heating of temporary administrative and household structures with electric heaters.
